Consultations Digest, Issue 5, 20 March 2018: UK and Glasgow consultations in this issue.

Yes, we’ve a UK government request for your views in this issue, so do get your responses in. They say that they want more of us out on our bikes or walking so here’s your opportunity to tell them what needs to be done to facilitate that.  See section 1.3 below.

1.  Current Consultations

1.1  Scotstoun / Jordanhill car parking controls

We have received this information:

THE GLASGOW CITY COUNCIL SCOTSTOUN/JORDANHILL) (TRAFFIC REGULATION) ORDER 201_,

The Council propose to consider the introduction of the above named Traffic Regulation Order.  These documents describe the proposals, which are, essentially, to restrict parking at the corners of Abbey Drive, Airthrey Avenue, Angle Gate, Balshagray Avenue, Beresford Avenue, Cluny Villas, Danes Drive, Davidson Gardens, Eastcote Avenue, Essex Drive, Manor Road, Mitre Road, Orleans Avenue, Orleans Lane,
St.Kilda Drive, Scotstoun Stadium Access Road, Tudor Road, Vancouver Road, Varna Road, Victoria Park Drive North, Westbrae Drive, Westland Drive.

scotstoun jordanhill tro   11.3 Scotstoun-Jordanhill-NoticeOfProposals-220x85mm-RTO  09.01 – Draft Report  08.01 – Statement of Reasons

The first 2 of these documents are the more informative, i.e. a plan of the street corners to be covered by the ban on parking in this residential area where the majority of properties have good off-street parking and the notice that will go into the press.

There is a welcome statement in the draft report that GCC have a policy to “Progressively extend controls on on-road parking throughout the city.”

“Details of the proposals will also be available on the Glasgow City Council website at www.glasgow.gov.uk/proposedtro.”

As stated in the attached documentation, any person wishing to object to the proposed Order should send details of the ground for their objection in writing to Andy Waddell, Head of Infrastructure and Environment, Land and Environmental Services, Exchange House, 231 George Street, Glasgow, G1 1RX or by email to saferparking@glasgow.gov.uk by Monday 16th April 2018.”

While the Council only refer to objections, they do welcome messages of support and this very sensible measure is of the type that GoBike supports.  So if you wish to cycle, or walk, round this area of the city with more visibility of oncoming traffic at road junctions, please write in to voice your support for this proposal.

1.2  Jura Street, proposed cycle lanes

The on-line consultation for the proposals here is now open until 06 April, and here’s the link: www.glasgow.gov.uk/jurastreet  It would be useful to take some time to look at this so that you will be well-informed for the public event in Bellahouston – see 2.2 below.

1.3  The UK Government has called for evidence on cycle safety.

See: https://www.gov.uk/government/news/government-publishes-call-for-evidence-on-cycle-safety
and here’s the further link to the consultation: https://www.gov.uk/government/consultations/cycling-and-walking-investment-strategy-cwis-safety-review
The UK government has put a very positive line out on this, so do please respond. Although transport is devolved to the Scottish Government, the legislation surrounding it is reserved, so it is important that as many of us as possible as respond.  The on-line response is easy to do so please get your views in if you can – it includes among other things, opportunities to call for enforcement of current traffic legislation and the retesting of drivers who lose their licences.  Consultation opened on 09 March and there’s no obvious closing date but if you’re going to respond we recommend you do so before you forget!

2.  Upcoming Consultations

2.1  Byres Road

Members of the GoBike committee and Space For People Byres Road attended a stakeholders event to see the proposals, under City Deal funding, for Byres Road last Tuesday.  We’re sworn to secrecy for the time being, but word is probably getting out that the current proposals as they stand will not make Byres Road the jewel in Glasgow’s cycling crown.  Public consultation will be held at both Partick and Hillhead libraries next month; dates to be announced, and we’ll keep you informed of any updates.

2.2  Jura Street

The drop-in event for members of the public to see the proposals and talk to council staff will now be held on Tuesday 27 March from 3pm to 7pm at the Palace of Art, Bellahouston Park, 1121 Paisley Road West – you will need to keep your wits about you on the way though, Paisley Road West is one of the heaviest cycled routes in the city and not a cycle lane to its name!

3.  Consultation Feedback

No feedback to report this fortnight but do respond to the consultations above for Scotstoun / Jordanhill and the UK government’s request for views on cycle safety, and visit the Palace of Art, for its architecture at least!
