Snapshot of progress

The following is a snapshot of active travel works in and around the city centre during May/June 2025.

Most of these are part of the Avenues Project (or Avenues Plus). Not all projects include segregated cycle lanes, for example: Holland St and Sauchiehall Precinct (but the latter has removed raised platforms so there’s more space for cycling). The photos give an idea of how things are taking shape. 

St George’s Road

Works started: 17 March 2025 (St George’s Rd article).
Progress: An earlier phase is complete at Charing Cross so works are moving north from there. There are already some improvements to side road junctions.
Connections: Charing Cross/Sauchiehall St at southern end. Northern end links to Garscube Rd as part of Connecting Woodside programme.
Completion due: Early 2026.

Sauchiehall Precinct/Cambridge Street

Works started: 27 September 2023 (Sauchiehall Precinct article).
Progress: Long-running works – western part of Sauchiehall Precinct (Rose St end) is finished with platform removed and new trees. Work still going at eastern end around W Nile St. Cambridge St also has finished sections but road still fenced off at Sauchiehall St.
Connections: Sauchiehall St, Buchanan St and underpasses to Cowcaddens Subway and Garscube Rd. In future, due to link to W Nile St Avenue.
Completion due: Originally summer 2024, should happen summer 2025!?

Pitt Street/Holland Street

Works started: Late March 2024 (Pitt St/Holland St article).
Progress: Most of Holland St is done – despite the name, it doesn’t have bike lanes. Protected cycleway is on Pitt St – mostly complete but fenced off. Slightly twisty crossing from Waterloo St (maybe designed to slow southbound riders?). Gradient doesn’t look too bad there but maybe a bit steeper up to W George St (by St Vincent St church – see main image, above). Lanes seem wider to accommodate faster descent. Works still ongoing either side of Bath St. 
Connections: Sauchiehall St to north and Waterloo St at south (West City Way/Connect2 bridge over M8).
Completion due: Was May 2025 but still bits to finish – hopefully not long. UPDATE: Pitt St lanes seem to be open.

Argyle Street (West)

Works started: 13 May 2024 (Argyle St W article).
Progress: Large parts of it are in place but unfinished, apart from the earlier phase in front of the JPMorgan Chase building.
Connections: Crossings at western end to path under Kingston Bridge from Clyde Walkway/NCN7. Also, to major developments near Daily Record building, like Platform (confusingly, the third place in Glasgow with that name – after the Arches event and venue in Easterhouse). Eastern end will link to Argyle St East (currently being designed).
Completion due: December 2025.

George V Bridge/Broomielaw

Works started: 24 March 2025 (George V Bridge article).
Progress: Mostly complete at southern end and lanes on bridge itself. Work still to do to link new protected bike lanes to existing Broomielaw route (may include installing bike-specific traffic lights?).
Connections: Clyde Walkway/NCN7 at north and Barclays campus/Clyde Place at south.
Completion due: End of June 2025. UPDATE: the lanes seemed to be open mid-June.

George Square

Works started: May 2025 (was originally meant to be January – George Sq article).
Progress: Boards have gone up around former parking lanes. The Spaces for People planters seem to have been relocated to southern side of road. Not clear if it’s intended for pedestrians or cycling (with ‘bus boarder’ ramps onto pavement in front of bus stop). Slightly narrowed lanes in new arrangement seems like they could cause conflict for the next year and a half. Statues have been removed for maintenance.
Connections: Avenue on N Hanover St. Protected lanes going in at north side should eventually link to George St Avenue (but it was put back by City Deal spending review).
Completion due: August 2026. 

North Hanover Street/Kyle Street 

Works started: 26 May 2025 (N Hanover St/Kyle St article).
Progress: Just started on N Hanover St where bus diversion will cause a lot of disruption. Kyle St has some areas fenced off and a closure on a side street.
Connections: George Sq at south, Dobbie’s Loan/Cowcaddens Rd to west and Sighthill Bridge off Kyle St at northern end.
Completion due: April 2027.

Cowcaddens Road/Dobbies Loan

Works started: 18 February 2025. (Cowcaddens Rd/Dobbies Loan article).
Progress: Avenues Plus route on Cowcaddens Rd had to have a sinkhole repaired by Scottish Water.  On Dobbie’s Loan work has started on the southern pavement. 
Connections: N Hanover St/Kyle St to east (and Sighthill Bridge beyond).
Completion due: April 2026.

Duke Street/‘Barras North’

Works started: January 2025 (Duke St article).
Progress: Another Avenues Plus project – works to replace northern pavement on Duke St are nearly there. The protected bike lanes will go on the southern side of the road (and John Knox St works will follow). The ‘Barras North’ project between Barrack St and Bellgrove St has new speed tables and widened pavements, with a protected bike lane near completion on Melbourne St. Also, there’s been work on a crossing at Bellgrove St near the station.
Connections: At east, path through future ‘linear park’ and sheds development at Meat Market, off Duke St/Melbourne St. At the western end, future High St and George St Avenues. 
Completion due: April 2026.

Make or break

While not every detail will be perfect, and works can drag on, it’s clear there’s a lot happening. Once these are complete there will be the bones of a network of segregated cycleways around much of the city centre. We’ll still need to look at the gaps but there are further plans in the pipeline. It’s good to reflect on progress every so often and give credit where it’s due.

There’s a lot riding on the success of the Avenues project for active travel and the city in general. The disruption and pricetag mean there will be plenty of criticism (much of it from people who live outside the city). If we want more Avenues, and wider projects in the City Network, then healthy usage numbers from the above will really help the cause. And the more we (as individuals and as a group) can explain the difference they make to citizens, the better.

An earlier Digest ahead of the last East Renfrewshire drop-in event for five further projects. GoBike hopes the person cycling on Ayr Rd who was involved in a recent collision with a bus driver can make a full recovery.

Glasgow has plans for air quality, two projects in the West End and one in the East End. North Lanarkshire has an order for ambulance parking and a conservation consultation.

Section 1: Current Consultations
(in date order for responses)

1.1: Glasgow Air Quality Action Plan (Draft) 2024

Council: Glasgow City.
Subject: An update to the existing Glasgow Air Quality Action Plan (AQAP). Air pollution in the city centre has been gradually reducing and the Low Emission Zone (LEZ) has made a difference since 2018 (originally for buses). If trends continue, some of the city’s Air Quality Management Areas (AQMAs) may be revoked later this decade. These include the city centre and Dumbarton Rd/Byres Rd where active travel routes like Avenues and City Ways are part of the solution. However, emissions still haven’t reached guideline levels for nitrogen dioxide (NO₂, especially around Hope St). Also, there’s a lot more to do on reducing single occupant car journeys, including expanding car clubs.

1.2: East Renfrewshire active travel projects (x5)

Council: East Renfrewshire.
Subject: Following the A77 Phase 3 consultation there are five more projects:

• A77 Active Corridor Phase 5+
• Clarkston–Muirend Active Corridor
• Clarkston–Thornliebank Active Corridor
• Lower Whitecraigs Community Link
• Wytch Wood Community Link

Visualisations show some potential changes including Dutch-style roundabouts, continuous pavements and side-by-side pedestrian/cycle crossings (similar to existing ones in East Kilbride). There will be more details in the next Digest.
Drop-in events have been on this week with the last one TODAY Thursday 7 March at Clarkston Library from 10am until 5pm.

1.3: North Woodside Road (Outdoor Public Space)

Council: Glasgow City.
Subject: This started as an idea from Websters Theatre for a temporary public events space in the cul-de-sac outside their building. It was put forward for a council programme called Animating Spaces but has since been absorbed into the wider Connecting Woodside project. The latest plans feature a path, dropped kerb, cycle hire station and rain garden. The street is a useful link between the Kelvin Way and Great Western Road (and doesn’t currently have a drop kerb). While the plan might seem modest, removing two car parking spaces to fit it in might still get a negative reaction from some in the West End.

1.4: Conservation Area Consultations (Coatbridge/Cumbernauld)

Council: North Lanarkshire.
Subject: Two consultations about lesser known Conservation Areas. The Coatbridge one is either side of Blairhill train station and the other is in Cumbernauld Village (the original settlement north of the town centre). While not directly related to cycling, the last few survey questions mention traffic and development.

2.1: Glasgow City Network Delivery Plan presentation

Council: Glasgow City.
Subject: A talk by Kevin Argue of GCC about plans and progress from the city centre Avenues, the City Network, ‘Connecting…’ area projects and Liveable Neighbourhoods. A (very) quickfire overview of recent infrastructure, current construction and near future plans. Most of the projects listed have been covered in previous Digests (except Cadogan St?). One insight was the timescale – phases 0 and 1 of the City Network and design of phase 2 by an “aspirational” date of 2025?

2.2: Helensburgh in Motion

Council: Argyll & Bute.
Subject: A consultation which slipped through the net last month (apologies – we tweeted it just before the deadline). Initial survey is closed but Page\Park architecture practice are due to report back with results and plans later in the year.

3.1: East Dunbartonshire TROs

3.2: Glasgow City TROs and Traffic Calming

Subject: An order to prohibit driving on part of Radnor St and others which are due to have new protected cycle lanes for Connecting Yorkhill & Kelvingrove. Deadline: 01 April 2024. Also, an order in advance of construction of the Avenues Plus routes on Duke St and John Knox St (starting 2025?). Deadline: 12 April 2024.

3.3: North Lanarkshire TROs

Subject: Centre Park Court is road access for Asda car park and Coatbridge Health Centre and also part of NCN Route 75. The order reduces an Ambulance-only area outside the health centre, presumably to provide more space for car parking/pick-up/drop off. Deadline: 27 March 2024.

Section 1: Current Consultations
(in date order for responses)

1.1: Replacement University Hospital Monklands

Organisation: NHS Lanarkshire.
Subject: New build replacement for Monklands Hospital, moving it to the former Wester Moffat farm (at the eastern edge of Airdrie). The planning application shows an active travel route from Towers Rd (near Drumgelloch train station). This will include a brand new pedestrian/cycle bridge over the North Calder Water to the west entrance of the hospital. Another plan shows a cycle parking store at the north-west corner (and what may be a shared path around the west of the building). However, there’s still a stretch of NCN75 on the A89 road east to Caldercruix. There’s potential for an off road connection going east from these new paths but nothing is shown in the plans. Any eastern path may have to go under the viaduct of the proposed East Airdrie Link Road (a.k.a. Airdrie Bypass) which North Lanarkshire Council is due to build alongside the site.

1.2: Pollok Roundabout Replacement

Council: Glasgow City.
Subject: Replacement for Pollok roundabout (Peat Road, Barrhead Rd and Braidcraft Rd). It’s a collision blackspot and barrier to active travel near Silverburn shopping centre. The consultation mentions safety and active travel. However, the aims are all about reducing journey times for cars and buses (design funded by SPT). The proposal would replace the current three-ring circus of a roundabout with an even more complex signal-controlled double junction (add your own clown joke!). The plan has nine lanes on Barrhead Rd and would require six crossings to get from one side to the other. It could easily take 15 minutes or more for pedestrians to cross the road(s). There’s no segregated cycling infrastructure, possibly as plans date from 2016, before updated Cycling by Design guidance. An Information Day was held on 10 August at Pollok Civic Realm. Feedback from the event said the staff had little sympathy for cycling.

1.3: City Development Plan Scheme Participation

Council: Glasgow City.
Subject: GCC say: “The Development Plan is Glasgow’s land-use plan that sets out strategic land use changes in the city for a 20 year period. This short survey is intended to engage interested parties on how best the Council can engage with citizens and stakeholders during the production of the city’s next Development Plan over the next 5 years.” So, engagement about engagement? The survey asks if you think GCC’s plans to promote the plan are sufficient or not.

1.4: Royston to Hogganfield Liveable Neighbourhoods

Council: Glasgow City.
Subject: The Liveable Neighbourhoods project aims to improve active travel links and placemaking in sections of the city. The Royston to Hogganfield area is part of ‘Tranche 2’, which had a consultation in February 2023. The plans that came out of that are now up for comment. There are seven projects, mostly in Royston and Germiston, with one in Hogganfield. They include a plan to put an active travel route through the former St Rollox train works between Royston and the retail park. Also, to simplify paths between Royston Rd and Castle St. Other projects in the area include Royston Road Masterplan, Flourishing Molendinar (Blackhill) and the replacement for Barlinnie Prison.

1.5: Yoker to Whiteinch Liveable Neighbourhoods

Council: Glasgow City.
Subject: Yoker to Whiteinch is also a ‘Tranche 2’ Liveable Neighbourhood. It has eight potential projects spread across the area. Most involve crossing improvements with one replacing an underpass at Victoria Park Drive South. There’s also some potential modal filters in Scotstoun and Hawick St (using bollards, planters, etc. to block through car traffic but still allow bikes and pedestrians). Some of the major roads, like Anniesland Road/Kingsway, will be picked up by the City Network program instead. LN’s are only funded to this stage as a whole so each individual project will need to get funding for detailed design and construction. However, the national funding for active travel projects has been increasing and is due to rise further to 10% of the Scottish transport budget (as asked for by Pedal on Parliament). Consultation events have already started…

1.6: Glasgow Transport Strategy – Spatial Delivery Framework

Council: Glasgow City.
Subject: A second attempt at this consultation, which seemed to have a false start last month (and still has a broken link to the Transport Strategy – fixed below). The Spatial Delivery Framework covers some important parts of the strategy like the Bus Priority Corridors, Active Travel Network, Mobility Hubs, Freight Hubs, Road Hierarchy and the Environmental Report. Online sessions with stakeholders are taking place during September and early October.

1.7: Local Development Plan for North Lanarkshire

Council: North Lanarkshire.
Subject: NLC say: “The LDP… sets out the policies and proposals for future land use and development in North Lanarkshire. For example, it will guide where new housing, business and infrastructure will be located. …we want to make sure everyone with an interest can get involved. To help with this, we have prepared a draft Participation Statement.”
But, since the Participation Statement is a PDF file: “Accessibility: These files may not be suitable for users of assistive technology. Please contact us to request an accessible format.” Sigh…

1.8: Connecting Woodside – Phase 2 (St George’s Road)

Council: Glasgow City.
Subject: Updated plans for St George’s Road, between Charing Cross and N Woodside Rd. The 2-way protected cycleway will connect from the existing Avenue on Sauchiehall St and eventually link into existing infra next to Garscube Rd. There are some changes to junctions and new crossings along the route. The plans include the more direct crossing option at Phoenix Rd/Maryhill Rd. Also, there’s a rare sighting of a continuous pavement; at a side access road (with barrier) next to Woodside Library. Nearby is a novel cycle crossing going diagonally across a pedestrian crossing (with bike light phase apparently). Two side roads were already going to be restricted: Clarendon Place will be stopped up (opened at other end) and Glenfarg St will be filtered. Lastly, a cycle maintenance station has been added to the plans between Grant St and W Princes St (handy for the M8 off-ramp!).

1.9: Waiting to Happen (junctions consultation)

Company: New Practice (architecture practice).
Subject: Community engagement by the practice where Emma Burke Newman worked. She was killed by an HGV driver while cycling at the George V bridge/Broomielaw junction, near the casino, in February 2023. This consultation is about that junction and two others – Gorbals St at the Clutha Vaults pub and Albert Bridge/Clyde St (by the High Court). NP say: “These junctions are our focus of study as they feel like incidents-waiting-to-happen, and one is the site of Emma’s death.” Diagrams show movements around each junction (and include the council’s plans for the South City Way extension at the Clutha). New Practice carried out previous consultations like George Square and have applied their knowledge to make a user friendly page. “We want to hear your experiences when walking, wheeling, scooting, or as a driver to help inform solutions specific to these locations and create systems for a safer city for us all.”

1.10: Doon Valley Trail

Organisation: Ayrshire Roads Alliance.
Subject: An active travel route between the southern outskirts of Ayr, South Ayrshire (near Ailsa Hospital) and Loch Doon, East Ayrshire. ARA say: “The project is currently at Phase 1 (Preparation & Brief), which includes the identification of a project Study Area and the key Constraints and Opportunities located within. The purpose of this public consultation is to inform the public of the project and to invite feedback on the project Study Area, the Constraints and Opportunities located within and any other features that the Design Team should consider.” Unfortunately, the three public events already took place in early August (in Dalrymple, Patna and Dalmellington). However, there’s an interactive map to comment on and an email address.

After Ayrshire dominating the last issue, this time North Lanarkshire joins North Ayrshire and a new consultation on North Woodside Road, Glasgow. Sadly, NLC favour new roads and shared paths over on-street segregation (see above). However, there’s a chance to ask for better in their new strategy.

1.1: North Ayrshire Draft Local Transport & Active Travel Strategy

Council: North Ayrshire.
Subject: An overall transport strategy for North Ayrshire with an active travel strategy within it (page 24 onwards). The active travel strategy introduction includes collision data and case studies (like Trinity Active Travel Hub in Irvine). The rest has analysis and potential projects for different parts of the region (including Ardrossan Connections, as featured in previous Digests). Links to public transport are mentioned and it seems more in-depth than the public transport section, which doesn’t include specific projects. There’s a survey and remaining consultation events (early April in Millport, Saltcoats and Brodick).

1.2: Palacerigg Future Housing – Stage 2, Public Consultation

Council: North Lanarkshire.
Subject: This stage 2 consultation comes hot on the heels of stage 1. It’s about plans for a large housing estate in the South Cumbernauld Community Growth Area. More details are included in PDF plans. There’s a short cycle route but it seems it’s only within the estate for some reason. There’s nothing about a crucial link to nearby Cumbernauld train station or Palacerigg Country Park. That seems to contradict National Planning Framework 4 (NPF4), which puts more emphasis on active travel.

1.3: Ayr to Barassie Active Travel Route

Council: South Ayrshire.
Subject: Further stage of public consultation for the wider active travel route between Ayr and Barassie (the phase from Dundonald has featured in a previous Digest). The longer route is being called the Ayrshire Link. Consultation events have finished.

1.4: North Woodside Road Consultation

Council: Glasgow City.
Subject: This project was started by Websters Theatre in 2020, as part of GCC’s “Animating Spaces” initiative. Now part of Connecting Woodside, it’s back for further consultation. It’s about the stopped up end of North Woodside Rd at Great Western Rd outside the theatre (formerly Lansdowne Church). Active travel is mentioned, as well as a performance space, but there don’t seem to be any formal plans yet. Instead, there’s a survey and postcard.

Council: North Ayrshire.
Subject: First consultation stage for the next Local Development Plan by North Ayrshire. It may be one of the first in Scotland under the new National Planning Framework 4 (NPF4 came into force in February 2023). As a result, it should have more emphasis on the environment, including active travel. Getting cycling routes/networks, developer obligations, etc. mentioned in the LDP makes them more likely to be delivered. Also, if developers proposals miss out or go against the LDP, these give people grounds to object and have plans altered or conditions added.

1.6: North Lanarkshire Council – Green and open space survey

Council: North Lanarkshire.
Subject: Survey and audit data to feed into an Open Space Strategy and other policies. NLC avoid on-street protected cycle lanes, so anything affecting off-street paths could have a big impact on cycling in the county. Areas like the Seven Lochs Wetland Park have cross-border active travel routes (Hogganfield Loch to Drumpellier Country Park, Coatbridge). NL’s other country parks, Palacerigg (see above) and especially Strathclyde Park, are also havens for active travel. The latter has added and upgraded paths near Bellshill with more of NCN74 due to be re-routed through the park. The council ignored a GoBike suggestion for links between Strathclyde Park, Duchess Park, Ravenscraig and the existing Greenlink route (as part of redevelopment of Airbles Rd). There’s potential for similar links around some of North Lanarkshire’s dozen nature reserves. The consultation has a general survey and one about specific places that are important to visitors or residents.

1.7: Devon Street Urban Park

Organisation: Glasgow Urban Sports (GUS).
Area: Southside between Eglinton St and Pollokshaws Rd.
Subject: Formerly GUS M74, now revised and renamed… “The Devon Street Urban Park project is a proposal from Glasgow Urban Sports (GUS), a community led organisation, that aims to transform an unused area of land under the canopy of the M74 motorway, on the southside of Glasgow, to create a new public urban park and community leisure space.” While the project still involves building a skatepark it seems to have broadened out a bit to gain more community support. There are new partner organisations on board and a new survey to fill in.

2.1: Ravenscraig Access Infrastructure (RAI) rail ‘underbridge’ installed

Council: North Lanarkshire.
Subject: The concrete ‘underbridge’ for a new dual carriageway is now installed under the West Coast Mainline in Motherwell. NLC, who declared a Climate Emergency in 2019, emailed to boast that the new structure had “one of the largest concrete bridge lifts in Europe” and cost £16.9m. The new link is part of the Ravenscraig Access Infrastructure (RAI) project to reduce severance from the railway embankment between Windmillhill St and Ravenscraig. However, one image (above) shows an old rail underpass, visible from Meadow Rd. Developing that into an active travel connection would cost a fraction of the City Deal project. Images show what has been demolished so far around Rose St with more due to follow to install the proposed 90m+ (>300ft) diameter roundabout at the eastern end of Airbles Rd. GoBike objected to the lack of cycling-only provision but that wasn’t mentioned in the planning approval.

Subject: ‘Take 2’ of this School Streets Traffic Order. This one only covers two schools – the neighbouring Merrylee Primary School and Our Lady of the Annunciation Primary School near Langside Drive/Merrylee Rd. The boundary has been extended since the previous version of the TRO went out. It now includes parts of Cherrybank Rd and Glasserton Rd.

1.2: Kelvin Way TRO

Council: Glasgow City.
Subject: Traffic Regulation Order to help make the temporary Spaces for People measures on Kelvin Way permanent. The street is filtered at either end. The southern end has a short 2-way protected bike lane next to 1-way access to Kelvingrove Museum. GoBike helped organise Car Free Day 2018 on Kelvin Way, which showed the potential now being realised with the current signs, paint and planters. It’s become a well-used street by people walking, cycling, running, scooting and skating. Also, it’s due to link to a wider network in the Yorkhill and Kelvingrove Cycling Village (see Yorkhill–Anderston LN post, below).

1.3: City Centre Campus/‘Learning Quarter’ (People-First infrastructure)

Organisation: Stantec on behalf of a partnership between University of Strathclyde, City of Glasgow College and Glasgow City Council.
Area: Townhead/Cathedral St area of city centre.
Subject: Consultation on infrastructure around the universities and college north-east of the city centre (‘Learning Quarter’). Many streets nearby are already due to be part of the city’s Avenues Project, including Cathedral St and North Hanover St. This project would link between those to the uni/college campuses. Firstly, the Western Route includes steep Montrose St, as it goes past Strathclyde Uni’s ‘Heart of the Campus’ (Rottenrow Gardens). There’s another hill past City of Glasgow College towards Buchanan Bus Station. Secondly, the Eastern Route would connect to Rottenrow East and link to Avenues Plus routes on George St and John Knox St. Thirdly, the Northern Route goes from a lane east of CoGC up towards the new Sighthill Bridge. The survey asks about different options for streets on the routes. Also, the ‘web hub’ includes context and evidence about the benefits of active travel.

1.4: Yorkhill to Anderston Liveable Neighbourhoods

Council: Glasgow City.
Area: From Yorkhill, Kelvinhaugh, Stobcross, Sandyford, Finnieston to Anderston.
Subject: The latest Liveable Neighbourhoods consultation covers the area between the River Clyde, River Kelvin, Kelvingrove Park and M8. Popular active travel infrastructure in the area includes NCN7/75 and the West City Way. Also, the (almost finished?) lanes funded by City Deal on Bunhouse Rd and Old Dumbarton Rd. Further segregated cyclepaths are due for Yorkhill and Kelvingrove Cycling Village. These include Minerva St and Haugh Rd (where Bike for Good have their West hub). However, there are still plenty of gaps, as shown when the riverbank was shut during COP26. A new bridge across the Clyde at the Riverside Museum is due to start construction. Meanwhile, the SEC’s redevelopment may close off the red ‘smartie tube’ bridge at Exhibition Centre station. The M8 motorway remains a barrier to destinations like the Mitchell Library and Anderston station.

1.5: Ardrossan Harbour Consultation

Council: North Ayrshire.
Subject: Ardrossan Harbour and ferry terminal redevelopment “…will improve the facilities and operations at Ardrossan to meet the additional capacity provided by the MV Glen Sannox.” The much-delayed ferry is due to enter service later in 2022. Part of the proposals are about active travel routes into the site. The consultation interface is 3D but the plans are squashed into slides from a presentation. There seem to be walking and cycling lanes into both the west side (Harbour Rd – see image, above) and east side (behind the Housing Association building). The presentation also mentions cycle parking, which may be at the south-west corner of the terminal. However, the plans are very hard to read. The cycle lanes should link into the Ardrossan Connections project in the town. Despite some reaction against the project in the local paper and a petition, its events continue into April.

1.6: Drumchapel Local Development Framework

Council: Glasgow City.
Subject: The latest framework consultation, following previous strategic ones for Glasgow North, ‘Inner East’, etc. Drumchapel is known as one of the ‘big four’ post-war council housing estates (along with Castlemilk, Easterhouse and Pollok). The Drumchapel Cycle Hub is based near the sports centre but there’s very little cycling infrastructure around the area. The map has made it past 25 comments.

1.7: Greenock to Battery Park SfP lane

Council: Inverclyde.
Subject: A Spaces for People temporary route between Greenock town centre and a coastal park. A recent council vote was 9:2 in favour of keeping the lanes for another six months, with a further review in September. Photos in the consultation survey show a mixture of on-road ‘soft’ segregation and painted lanes on footways and across side roads. While some of the junction and bus stop treatments may not be ideal, there seem to be decent protected sections too.

2.1: Barclays, West St works – further update

Organisation: Barclays.
Area: South West City Way at Barclays site.
Subject: GoBike convenor Thomas has followed up on Tor’s efforts in the last Digest. The barriers around the cycleway next to Barclays buildings on West St have been removed. However, the bike traffic lights remain covered up so there is no phase for bikes at the Kingston St junction. Apparently, it’s not scheduled to be fully open until May, despite many people already using it. Thomas asked about opening the junction or at least getting signs to warn it wasn’t yet operational. Barclays responded: “…this area is due to complete roughly in May We’re hoping this might be all sorted a little sooner, but they did mention this all depends on the weather. In terms of the signs, I have asked to see if this is something we can look into for you.”

2.2: Maryhill Road/North Woodside Road/Hopehill Road TRO

Council: Glasgow City.
Subject: Prohibiting turns onto Maryhill Rd from North Woodside Rd cycle crossing. An attempt to deal with the potential problem of turning across pedestrian crossings when bike lights are at green and pedestrian green man is on at same time. The council have added a few cycle-only ‘Give ways’ since their previous plan. It’s hard to see how they’ll help if folk turn right from N Woodside Rd onto Maryhill Rd. Also, would they complicate access for people with a visual impairment? A protected junction, like the ones on Victoria Rd, may have been a better alternative. However, at least the diagonal crossing is direct for the most popular crossing. N Woodside Rd is currently under construction – an earlier visual of how the lanes might look appeared in Digest 28, Item 1.1 in 2018. The Order was made on 11 March 2022.

2.3: Nitshill Road, 40mph Speed limit (Amendment No.1) Order 2022

Council: Glasgow City.
Subject: Traffic Order made on 18 March 2022 (amending a previous order from 2014 for Barrhead Road, Hurlet Road and Nitshill Road). This means moving 40mph signs slightly further down Nitshill Rd, past the entrance to a new development on a former church site. Apparently, a petrol station with shop, drive-thru and takeaway were approved for the site in 2018 (which is close to junction 3 of the M77). Also, it will include 52 car parking spaces, with a few disabled bays and electric vehicle charging points. The only active travel features seem to be a few mini-zebra crossings and 12 cycle parking spaces (perhaps for takeaway couriers?). If locals want to use the petrol station shop later at night, they’d have to cross five lanes of 40mph traffic. Recently, the Greens’ Cllr Christy Mearns has challenged the process of approving drive-thrus at a GCC Committee.

2.4: Auldhouse Area (Traffic Management) Order 2022

Council: Glasgow City.
Subject: Traffic restrictions in the triangle between Kilmarnock Rd, Auldhouse Rd and Nether Auldhouse Rd. The order was made on 18 March 2022 with one change from the consultation draft (July 2021). That is Mossgiel Road, from Kirkoswald Road to Alloway Road, is to remain two-way. While there are some back lanes to use for cycling there are no cycle contraflows, as discussed in Brenda’s recent blog. Other developments nearby include the redevelopment of Shawbridge Arcade on Ashtree Rd into affordable housing by Wheatley Group (perhaps in partnership with Connecting Pollokshaws and their Sustrans funding).

2.5: North Lanarkshire Local Development Plan – Intention to Adopt

Council: North Lanarkshire.
Subject: NLC notified GoBike their Local Development Plan (LDP) is being submitted to the Scottish Government. The consultation for this document was three years ago. Digest 30, Item 1.5 details what little there was about active travel in the document at the time. Ministers have 28 days to ask NLC for any amendments. If they have no objections to the plan it will go on to be adopted by the council.

Area: Braidcraft Rd, Pollok (west of Pollok Country Park).
Subject: Traffic Order to help make Spaces for People temporary infrastructure permanent. Previously out for consultation along with nearby Brockburn Rd. According to the council it’s come out again “due to a naming error” (possibly a mix up between Langton Terrace and Langton Crescent). Previously, there was a reaction against the lanes including a banner and a petition.

1.2: School Streets, Glasgow TRO

Council: Glasgow City.
Subject: Traffic Order covering streets near 19 primary schools across the city. Makes temporary road restrictions for School Streets permanent. These come into effect at the beginning and end of the school day (as shown in signs at St Anne’s Primary School at the top of this issue).

1.3: Glespin to Douglas pathway survey

Organisation: Community Action Lanarkshire (Rural Development Trust).
Area: Ayr Rd (A70) in rural South Lanarkshire, south of Lanark.
Subject: A consultation about potential routes west from the village of Douglas to the hamlet of Glespin. This came out of work for the Make Your Way project and would connect to the local primary school as well as other services. Also, it fits into strategic plans to link the River Ayr Walk in East Ayrshire with the Clyde Walkway in South Lanarkshire. However, a route on the eastern side of Douglas, on Ayr Rd towards NCN74, failed to win Sustrans funding in late 2021.

1.4: Haggs Road TRO

Council: Glasgow City.
Area: Haggs Rd by Pollok Park.
Subject: Changing a former one-way exit road from Pollok Park into a two-way entrance to the Burrell Collection (which reopens in Spring). Proposals would ban going straight on into the park from Shawmoss Rd and right turns from Haggs Rd. The council say anyone driving south on Haggs Rd, who wants to go into the park, will have to go past the entrance for about 3/4 of a mile to do a u-turn at a roundabout then drive back up to turn in to the left. It seems none of GoBike’s suggestions to an earlier consultation have been acted on. Issues included exemptions for cycling, allowing entry from Shawmoss Rd and a raised road table for the Haggs Rd shared path. See the following link for further details.

Council: Glasgow City.
Area: From Dennistoun (including the Necropolis but not GRI), Milnbank, Haghill, Riddrie, Carntyne to Cranhill.
Subject: Transport links include roads like Duke St, Alexandra Parade, Cumbernauld Rd and Edinburgh Rd plus a few train stations. Apart from a few parks most big destinations are towards the city centre end – Necropolis, Tennents brewery and City Park offices. While Glasgow Royal Infirmary is just outside western edge of area. Dennistoun has held on to a few Spaces for People measures (from its failed LTN) but there’s very little infrastructure elsewhere. Consultation events were postponed – further events are due in February. Over 400 comments on the map so far.

1.7: Govan to Kingston Liveable Neighbourhoods

Council: Glasgow City.
Area: From ‘Greater Govan’ (including Cessnock, Kinning Park, Plantation) and Ibrox to Kingston.
Subject: ‘Everyday journeys’ around major transport links including Govan bus station, subway stations, Paisley Road West, Clyde Tunnel, Squinty Bridge/Clyde Arc and the forthcoming footbridge. Major destinations include Ibrox Stadium and the Southern General/Queen Elizabeth Uni Hospital. There’s some cycling infrastructure around Festival Park/Pacific Quay but no proper links to major routes like the nearby South West City Way. There have been over 200 comments on the map so far.

1.8: Malls Mire survey

Organisation: Urban Roots.
Area: Woodland park between Toryglen Asda, Polmadie Recycling Centre in Glasgow and Rutherglen Glencairn Football Club in South Lanarkshire.
Subject: An evaluation about the newly created park and paths. The site wraps around a regenerated housing estate, linking former wasteground with the woodland and ponds. Trails, outdoor play equipment and a bike pump track have been installed. Also, there are 3m wide shared paths to create a lit, mostly traffic-free route. It links Prospecthill Circus west to Polmadie Rd and east to the corner of Toryglen Rd/Pinkerton Ave in Rutherglen (about half a mile from Bike Town‘s workshop).

1.9: Ardrossan Connections Proposals

Council: North Ayrshire Council.
Subject: The next stage of the Ardrossan Connections project following consultation last year. The draft proposals cover the town centre and link between NCN753, in the west, and NCN73 to the east. They include both 1-way and 2-way cycletracks plus some shared paths. Comments on the proposals page so far seem to be split between people welcoming the measures and others who think they’re unnecessary and affect car parking.

1.10: Raeberry St Quietway (Connecting Woodside)

Subject: Further project from Connecting Woodside with junction redesigns at either end of the street and new secure cycle parking. The Maryhill Rd end would be narrower and the crossing moved to make a direct link to Trossachs St (towards Garscube Rd and the canal). The new North Kelvinside/Woodside RPZ sets the car parking bays.

2.1: Active Travel Strategy approved

Council: Glasgow City.
Subject: The draft strategy from autumn last year has been amended and then approved by a council committee. While strategy documents come and go, not many adopt as many GoBike policies as this one. As well as a finalised document, there are reports about the City Network’s financing and delivery. The eye catching figure of £1.8bn of benefits comes from the former. The latter lays out some of the choices that will have to be made about road space and other issues. It remains to be seen what decisions are made and how the ATS gets on with its big brother, Glasgow’s Transport Strategy.

2.2: Ruchill to Cowlairs Liveable Neighbourhoods – Stage 1 report

Council: Glasgow City.
Subject: Consultation for Ruchill to Cowlairs (and Langside to Toryglen) Liveable Neighbourhoods started in late Sept/early Oct 2021. There was no closing date (and the Commonplace maps are still open). However, the council have announced the next stage of the process – a ‘Stage 1’ report split into two documents. The first document shows local history and background about Liveable Neighbourhoods. The second document shows the potential projects planned for the area. Ruchill to Cowlairs had fewer comments (86) than Langside to Toryglen (367). Despite that, both have a similar number of projects (13 projects versus 15). However, Ruchill–Cowlairs has further sub-projects within those on a wide range of things. Examples include the new Possilpoint Community Centre building, Routes to School maintenance and the ‘Milky Way’ between Borron St and Keppochhill Rd (near Graham’s Dairy).

2.3: Langside to Toryglen Liveable Neighbourhoods – Stage 1 report

Subject: Langside to Toryglen LN also has a Stage 1 report of two halves, along the same lines as Ruchill to Cowlairs. There are some eye-catching projects in the second document, including pedestrianising part of the road around the Battle of Langside memorial. Also, there are a few things to make Cathcart Rd more bearable for cycling and walking, like the Letherby Triangle project.

2.4: Glasgow Uni campus redevelopment newsletter

Organisation: Multiplex/University of Glasgow.
Subject: It seems Multiplex have got a bit behind with their U of G newsletters and we’ve had a few months without any (they may need to ask for an extension!). Their January newsletter has the latest about the campus buildings and demolitions. It doesn’t mention that the experience cycling uphill on University Avenue is even more stressful than usual just now due to roadworks.

The first Digest of 2022 has a few loose ends to clear up from last year. Firstly, there’s the proposed regeneration of Shawlands Arcade on Kilmarnock Rd (as shown in split image, above). Secondly, there’s North Lanarkshire Council’s Active Travel strategy, which is a long way off the pace set by Glasgow’s.

The last edition featured negative reaction to Spaces for People lanes in East Kilbride, South Lanarkshire. Another issue has come up elsewhere – a petition against SfP lanes between Paisley and Howwood in Renfrewshire.

While cycling is usually on the agenda in Glasgow it’s often missed out in surrounding areas, which feed the city’s traffic issues. Cars are king in suburban towns so any projects that try to redress the balance will need support. On a more positive note, Sustrans are funding minor upgrades to existing NCN routes in Renfrewshire and elsewhere.

1.2: East Kilbride, Spaces for People

Council: South Lanarkshire.
Area: East Kilbride town centre.
Subject: Protected two-way cycle lanes on Cornwall St (replacing a road lane and a bus stop) and zebra/cycle crossings. One-way lanes towards the train station on part of Brouster Hill and a short contraflow cycle lane on Torrance Road. The route is due to be extended east to Churchill Ave and west to the Queensway for EK’s Active Travel network. The lanes have been criticised on social media. Also, a related project on West Mains Rd (adding a protected junction) had roadworks delays which angered locals, including a councillor. Please support the SfP project so the next phases can proceed as planned (unlike the Bearsway).

1.3: Shawlands Arcade Regeneration

Organisation: Shawlands & Strathbungo Community Council (in conjunction with developers, Clydebuilt).
Area: Shawlands Arcade between Kilmarnock Rd and Pollokshaws Rd.
Subject: Regeneration of the shopping arcade. Flats above retail units with gaps for access between Kilmarnock Rd and Pollokshaws Rd. The original consultation seems to have slipped through the net in summer 2021 (apologies). However, the local Community Council are now collating ideas for the public spaces. They want links or photos of places that people like; to use as inspiration. There are no cycle lanes in the current plans (middle alley between buildings has steps). Other new developments, such as the Meatmarket at Duke St (Item 1.5), have a segregated cycle path through the site. Further consultation on the Arcade is expected soon.

1.4: Low Emission Zone – Full proposal

Council: Glasgow City.
Area: City centre.
Subject: Phase 2 of the Low Emission Zone in the city centre (Phase 1 was buses only). Older, more polluting motor vehicles will be charged for driving into the zone. Its boundary has changed slightly. Parts of some streets around the edges of the zone have been added to it and the Stow College/GSA building has been left out. The LEZ is due to begin on 31 May 2022 but enforcement won’t kick in until a year later. When fines do come in they escalate for repeat offences. Some ‘grace periods’ and exemptions apply, including for city centre residents, so the full zone wouldn’t be implemented until June 2024.

1.5: Dennistoun to Cranhill Liveable Neighbourhoods

Council: Glasgow City.
Area: From Dennistoun (including the Necropolis but not GRI), Milnbank, Haghill, Riddrie, Carntyne to Cranhill.
Subject: One of four LN consultations using Commonplace maps and the Place Standard tool. Transport links include roads like Duke St, Alexandra Parade, Cumbernauld Rd and Edinburgh Rd plus a few train stations. Apart from a few parks most big destinations are towards the city centre end – Necropolis, Tennents brewery and City Park offices. While Glasgow Royal Infirmary is just outside western edge of area. Dennistoun has held on to a few Spaces for People measures (from its failed LTN) but there’s very little infrastructure elsewhere. Consultation had started in the community but further events have been postponed. Over 380 comments on the map so far.

1.6: Govan to Kingston Liveable Neighbourhoods

Area: From ‘Greater Govan’ (including Cessnock, Kinning Park, Plantation) and Ibrox to Kingston.
Subject: ‘Everyday journeys’ around major transport links including Govan bus station, subway stations, Paisley Road West, Clyde Tunnel, Squinty Bridge/Clyde Arc and the forthcoming footbridge. Major destinations include Ibrox Stadium and the Southern General/Queen Elizabeth Uni Hospital (see next item). There’s some cycling infrastructure around Festival Park/Pacific Quay but no proper links to major routes like the nearby South West City Way. There have been over 190 comments on the map so far.

Area: North of the canal from Ruchill (at edge of Maryhill) across Possilpark, Hamiltonhill, Rockvilla, Craighall, Keppochhill and Port Dundas to Cowlairs (plus Sighthill Park).
Subject: The edges of this area have been redeveloped with active travel routes along the canal. Nearby Sighthill is being completely rebuilt including a segregated cycle route on St Rollox Dr. However, Cowlairs, Ruchill and Possilpark have a lot of derelict sites. The Spaces for People lanes on Hawthorn St have added a west-east cycle route (with some gaps). Over 80 comments so far.

There’s not much active travel infrastructure between the proposed SCW extension to Battlefield Rest and Malls Mire at Toryglen, except the protected bit of Aitkenhead Rd and the unprotected Spean St path. Over 360 comments so far.

1.9: Malls Mire survey

Organisation: Urban Roots.
Area: Woodland park between Toryglen Asda, Polmadie Recycling Centre in Glasgow and Rutherglen Glencairn Football Club in South Lanarkshire.
Subject: An evaluation about the newly created park and paths. The site wraps around a regenerated housing estate, linking former wasteground with the woodland and ponds. Trails, outdoor play equipment and a bike pump track have been installed. Also, there are 3m wide shared paths to create a lit, mostly traffic-free route. It links Prospecthill Circus west to Polmadie Rd and east to the corner of Toryglen Rd/Pinkerton Ave in Rutherglen (about half a mile from Bike Town‘s workshop).

1.10: Drumchapel Local Development Framework

Subject: The latest framework consultation, following previous strategic ones for Glasgow North, ‘Inner East’, etc. According to GCC: “The purpose of the Drumchapel Local Development Framework will be to provide a structure for future development in the area. It will act as an overarching framework to identify urban planning priorities for Drumchapel and to help take them forward.” There are less than 20 comments on the map so far.

The Maryhill Rd end would be narrower and the crossing moved to make a direct link to Trossachs St (towards Garscube Rd and the canal). The new North Kelvinside/Woodside RPZ sets the car parking bays.

2.1: Howwood to Paisley, Spaces for People route

Council: Renfrewshire.
Area: Route along Beith Rd, from Howwood through Johnstone to Paisley.
Subject: This temporary route using ‘wands’ was installed in summer 2021. A petition started in December 2021 calling for it to be removed (which currently has over 700 signatures). It was back in the news after a cyclist was injured on Beith Road (near Rannoch Road). However, the local press report quotes a councillor talking about deaths and near misses then a council statement saying “Police Scotland attended and have confirmed to us the road layout was not a factor in this accident and the driver was not at fault.” If you use the route and want to voice support, you can email feedback to ei@renfrewshire.gov.uk.

2.2: Active Travel Strategy 2021–2031 (North Lanarkshire Council)

Council: North Lanarkshire.
Subject: This strategy has been in the pipeline since 2020 but only reached GoBike in late 2021. We’re not aware of any public consultation. It arrives along with plans for redevelopment of town centres and country parks plus NLC’s Town/Community Hubs (schools as community centres). While neighbouring South Lanarkshire is building segregated lanes on roads, North Lanarkshire are focusing on shared paths. The strategy has a single paragraph in the PDF version about road space reallocation. However, it has pages of detail about shared path construction. The focus on routes away from main roads may come from NLC’s work with Glasgow & Clyde Valley (GCV) Green Network. However, it’s disappointing it doesn’t address needs like cycle commuting or personal safety (many greenspace routes can’t be lit as it would disrupt biodiversity).

The number 101 can mean an introductory course in a US college. Alternatively, it could be a torture chamber of your worst nightmares in the book Nineteen Eighty-Four. The Digest covers both bases with some horribly complicated plans to try to explain in simple terms.

If only this didn’t apply to any of the latest plans from Glasgow’s Avenues Project. While safer routes are welcome, issues with side streets don’t seem to have improved since Sauchiehall St. The lanes on Argyle St west (Central Station end, shown above) seem to be based on a retro movie poster.

Elsewhere, the south-west of Glasgow has the most consultations in this issue (there’s no prize, by the way).

2.1: Glasgow City Centre Recovery Plan 2022–24

Council: Glasgow City.
Subject: Successor to the Glasgow City Centre Strategy 2014–19 (after the intended 2020–25 strategy was derailed by the pandemic). Not strictly consultation feedback (it was done by a City Centre Task Force) but it’s relevant to projects that feature in the Digest like city centre Districts and the Avenues Project (see next item). The plan focuses on getting people back into the centre and doesn’t go into a lot of detail. Also, one action is to support the development of the SEC, which may not help to get the plans for the footbridge changed. However, it mentions Spaces for People and one of the actions is to “prioritise active travel”. Another says “people-focused space reallocation (ongoing)” – maybe a catchphrase for more than just the next few years?

2.2: Glasgow Avenues Project – Argyle St west/Cambridge St/The Underline

Council: Glasgow City.
Area: City centre.
Subject: Following recent consultation events, plans were released for the next set of Avenues. Argyle St west (M8 to Central Station) has unusual angles for a cycle lane –apparently due to rain gardens (and the depth under them) not the car parking in-shots. Cambridge Street’s plans have less cycle lane than the current Spaces for People lanes. The Underline plans for New City Rd include a diagonal crossing at Phoenix Rd where work on the M8 Woodside Viaduct above it has delayed progress. The Avenues Project is wider than just cycling but the plans don’t meet standards in Cycling by Design. At GoBike’s AGM, our convenor Thomas outlined changes to try and improve things.

2.3: Cardonald Area TRO

Subject: A response from the council about the proposed one-way streets, which GoBike objected to. They say: “having gauged the feedback received from residents of Kinross Avenue regarding the proposed one way system, this proposal will now be removed from the TRO.” So, for once we get our way on one-ways (‘by hook or by crook’, as they say).

The route of the March for Climate Justice on Saturday 6 November started on Kelvin Way and passed more Spaces for People measures in George Square. An order has come out to help make the temporary Spaces for People measures around the square permanent.

The march couldn’t get anywhere near the COP26 venue at the SEC. It has just lodged a planning application for its sometimes public cycle/footbridge. Looking further to the future, this Digest also includes two long term strategies for Glasgow and another for South Ayrshire.

1.1: South Ayrshire Active Travel Strategy 2021–2031

Council: South Ayrshire.
Subject: Active Travel Strategy for South Ayrshire Council region, covering Ayr, Prestwick, Troon, Girvan, etc. Includes a list of infrastructure proposals but not much detail on the standards they might use for construction. 1.3: Glasgow’s Active Travel Strategy

Council: Glasgow City.
Subject: Active Travel Strategy to replace the previous Cycling Strategy. It certainly talks the talk’ and has some good case studies. However, will it be robust enough to ‘walk the walk’ and be implemented properly?

1.4: Nitshill Road (40mph Speed Limit) Amendment Order

Council: Glasgow City.
Area: South-west Glasgow.
Subject: A few 40mph signs to be moved along Nitshill Rd for a new development.

1.5: SEC Arrival Hall & Minerva St pedestrian/cycle bridge (planning application)

Organisation: Scottish Event Campus.
Area: SEC and Minerva St, Finnieston.
Subject: Proposal for the pedestrian/cycle bridge from Minerva St at Exhibition Centre train station. It will keep the same footings north of Stobcross Rd, so will still have its hazardous right-angle corners (but might lose the gates at the southern end). A new ‘arrival hall’ building will be added at the SEC end of the bridge (starting roughly where the current ‘kink’ is, south of Stobcross Rd). This is part of the wider redevelopment plans for the SEC.

1.6: George Square: City Centre Traffic Management Order 2010 (Variation No. 31)

Council: Glasgow City.
Subject: Order to make Spaces for People temporary measures permanent in George Square. These include walking/cycling only areas on the west and east sides of the square and at the junction with Hanover St. Also, the southern side is restricted to bus, taxi and cycles from 7am–7pm. There are other restrictions and disabled parking bays on the streets next to the square plus a few restrictions on parts of West Nile St.

1.7: Draft Glasgow Transport Strategy: Framework

Council: Glasgow City.
Subject: “The new transport strategy will be city-wide, and provide a framework for investment and decision-making on transport issues up to 2030.” Note: specific transport projects won’t be covered until the ‘Glasgow Transport Strategy: Spatial Delivery Framework’ in 2022.

1.10: Langside to Toryglen Liveable Neighbourhoods consultation

Council: Glasgow City.
Area: From Langside (at edge of Shawlands) across Battlefield, Mount Florida and part of King’s Park to Toryglen (and Polmadie).
Subject: GCC says Liveable Neighbourhoods are to “rebalance the way streets are designed and used, to make them more people friendly” and “to place active travel and public transport as a first choice”. See also GCC’s LN overview and UBDC’s article.

1.11: Ruchill to Cowlairs Liveable Neighbourhood consultation

Council: Glasgow City.
Area: From Ruchill (at edge of Maryhill) across Possilpark, Hamiltonhill, Rockvilla, Craighall, Keppochhill and Port Dundas to Cowlairs (plus Sighthill Park).

1.12: Raeberry St Quietway (Connecting Woodside)

Council: Glasgow City.
Area: Raeberry St, North Woodside (west of Maryhill Rd).
Subject: Quietway on Raeberry St, part of the wider Connecting Woodside project (via GoBike member Alasdair). Key points include junction redesigns at either end of the street and new secure cycle parking. The eastern end (above) is narrowed at Maryhill Road and the crossing moved to make a direct link to Trossachs St (helping access to the Garscube Rd cycleway and the canal). Car parking bays in the street are set by the new North Kelvinside/Woodside Restricted Parking Zone (which should reduce the amount of vehicles in the area).

Subject: A “region-wide conversation to re-think a new vision for Glasgow’s future”. After The Pandemic have held a few events during COP26 and have a display in Strathclyde University Students Union until 12 November.

2.1: COP26 Active Travel route closures

Council: Glasgow City.
Area: NCN7/Clyde Walkway (Riverside to Lancefield Quay), West City Way (bridge over M8), Finnieston, etc.
Subject: Further (and final?) response about active travel diversion routes from Get Ready Glasgow.
On signage: “We can confirm that the routes were re-signed on Thursday 4th November.”
On ramps at security gates for accessibility: “Cyclists approaching the gates should dismount. Ramps will not be provided.”
On a site visit with Cllr Christy Mearns and GoBike: “Unfortunately there is no-one available for a site visit as we are all in our operational roles.”

2.2: City Deal Avenues: Programme update

Council: Glasgow City.
Area: City centre.
Subject: Report for an upcoming council meeting on progress with the Avenues project. Part of Sauchiehall St has already been upgraded to add cycle lanes, trees, etc. However, the timetable for other city centre streets has been seriously delayed. Appendix A shows there will be no new Avenues completed in 2022. Only one (Cambridge St) might be completed by July 2023, when Glasgow hosts the World Cycling Championships. The timetables for some others stretch to 2028.

Around the north of the city, plans for Maryhill Road’s squinty crossing are dwarfed by proposals for Canniesburn Toll roundabout in East Dumbartonshire.

In the city centre, another Bank Holiday building fire means the road is fenced off on High St at the junction of George St/Duke St.

The Scottish Parliament election has passed but it’s still a bit quiet on the consultations front. However, there are plenty of temporary and permanent projects going on so we have another Infrastructure Update. Most of them are in the city but East Kilbride is also getting in on the Spaces for People action.

Infrastructure Update

• Benalder St, Glasgow is having a cycleway installed over the River Kelvin after works on nearby Bunhouse Rd and Old Dumbarton Rd (for Yorkhill & Kelvingrove Cycling Village).
• Cambridge St, Glasgow – Spaces for People cycle lanes are up and running (including bike traffic lights at Renfrew St).
• East City Way phase 1 at London Rd/Mount Vernon may be nearly there – see 3.1, below.
• East Kilbride has Spaces for People lanes installed between EK train station and shopping centre (via Brouster Hill) including double decker planters on Cornwall St.
• Garscube Rd segregated lanes, for the Connecting Woodside project, have almost reached new bike traffic lights at Firhill St (installed but not put into service yet).
• George Square gets planter boxes and outdoor seating (mostly for The Counting House).
• Royston Rd, Glasgow – work started on Spaces for People lanes.

Section 1: Current Consultations

1.1: Glasgow City Council – Maryhill Road/North Woodside Road/Hopehill Road (Traffic Regulation) Order 2021

This traffic order has a long title for a short stretch of junction. It creates a diagonal cycle crossing on Maryhill Rd between the two filtered sections of N Woodside Rd. This is part of the wider Connecting Woodside project (which is installing other squinty crossings on Garscube Rd).

The accompanying report says it includes “the installation of a signalised pedestrian and cycle crossing at the junction of Maryhill Road, North Woodside Road and Hopehill Road”. It also restricts people cycling on the crossing from turning onto Maryhill Rd midway across. Presumably, in an effort to protect pedestrians who may be crossing alongside bikes.

The eastern side will have a 2-way cycle carriageway (according to the very small annotation, above). The order also prohibits motor vehicles from using the new cycle carriageway (the current road has been used for car parking).

There are the usual documents: TRO plan, TRO report, TRO press notice and (short) TRO statement of reasons. The deadline for responses is Friday, 18 June 2021.

1.2: East Dunbartonshire Council – Active Travel Discussion (11 May – 28 Sept)

This item came up just before publication and we’ll no doubt have more to say about it. However, for now, we’ll just highlight the online events starting on 18 May (for the Lennoxtown, Milton of Campsie, Haughhead and Clachan of Campsie areas). There are about a dozen online events in the next few months for different areas (using MS Teams). Paper forms are also available from local libraries.

See a full list of events and background info on the Active Travel Discussion webpage. EDC have set up an online map to gather suggestions, with links to highlight paths, etc. in the area. This consultation will feed into a new Active Travel Strategy later in the year.

1.3: East Dunbartonshire Council – Canniesburn Toll Signalisation Study

Canniesburn Toll is a main junction between Bearsden and Glasgow, which links Switchback Rd and Drymen Rd to the A81 (Maryhill Rd/Milgavie Rd). East Dunbartonshire Council is going to add traffic lights and pedestrian crossings around the roundabout itself. At the same time EDC are proposing to add a cycle lane (using space gained by removing pavement around the centre of roundabout).

There are two options being put forward for the bike lane – one on the carriageway and one on the footway. While it’s good that EDC is looking at cycling infrastructure again (after ignoring Spaces for People), there are some obvious issues with both options.

Option 1, on the carriageway, seems to give priority for people cycling round the edge of the roundabout. However, there’s an obvious risk of a ‘left hook’ collision, when cycling ahead from cars turning left across your path.

Option 2, on the footway, should be safer but slower with multiple waits at traffic lights to cross each arm of the roundabout.

It’s not clear if either option is trying to recreate a Dutch roundabout, which tend to be smaller, single-lane roundabouts with a cycle lane in a separate ring outside it (leaving a gap for cars to stop on each arm). There may not be enough space all the way around the roundabout to add bike lanes further out. However, there is a huge area in the middle of it.

The Canniesburn Toll consultation website has background info and a link to the survey, which takes general feedback and for each option. It’s apparently had a few technical issues which the consultants (Stantec) say are being resolved. If you have any issues with it you could try emailing canniesburntoll@stantec.com. There’s no obvious closing date for this one. However, a ‘Technical Note‘ by EDC for their councillors says detailed design will start in June 2021.

1.4: North Lanarkshire Council – Town Hubs location surveys

As covered in Digest 85, Item 1.2. The Hubs are about creating community facilities through school refurbishments (or other redevelopment). While not strictly about cycling, the new hubs should be accessible by bike/active travel. The areas involved are: Airdrie, Bellshill, Coatbridge, Cumbernauld, Kilsyth, Motherwell, ‘Northern Corridor’ (Chryston), Shotts and Wishaw.

Each area is covered in one of the videos on the consultation webpage. You can watch them on the page or by clicking the red link to open them in a new tab/window. There are also videos at the foot of the page explaining the thinking behind the project. Each area has a link to a survey to give your views. There’s no obvious closing date for this one.

1.5: GUS – GUSM74 Urban Sports Sculpture Park survey

First covered in Digest 81, Item 1.9, the GUSM74 skate park would transform an area under the motorway near West St underground station. The GUSM74 survey is still open for BMX riders, skaters, or their families, to have their say.

Section 2: Forthcoming Consultations

2.1: Glasgow City Council – Pollok pop-up lanes consultation (Spaces for People)

The city council added pop-up cycle lanes in Pollok on Braidcraft Rd and Brockburn Rd (as mentioned in the Spaces for People Update in Digest 84). As in other areas, the new lanes used ‘soft segregation’ (black & white ‘zebras’). They generated a lot of discussion on social media, especially Facebook. A Facebook post by Cllr David McDonald talked about a future GCC consultation. It was apparently due to start on 7 May but there doesn’t seem to be any further information so far.

3.1: Glasgow City Council – East City Way Phase 1 (London Dr to Daldowie Rd) Order 2021

This was covered in Digest 80, Item 1.5 with further responses in Digest 82, 3.1. GCC have emailed to confirm it’s going ahead as proposed. Hopefully, this and the image in the Infrastructure Update, mean the first phase is just about complete.

3.2: Glasgow City Council – London Road and Hamilton Road (30mph Speed Limit) Order 2021

This order has gone hand-in-hand with the above since Digest 80, Item 1.6. It’s also been approved. Both orders were made on 30th April 2021 with adverts in the Evening Times on 6th May 2021.

3.3: Multiplex – Glasgow Uni campus, May newsletter

3.4: Urban Roots – Malls Mire, April Newsletter

First covered in Digest 74, Item 3.4, we’re a wee bit late with the April newsletter. Apparently some paths may be rerouted to allow work to take place. On the plus side, the bike pump track is looking good!
