<p><strong>Council:&nbsp;</strong>North Lanarkshire.<br><strong>Area:</strong> Airdrie, Motherwell and Wishaw town centres.<br><strong>Subject:</strong>&nbsp;Consultative draft plans with a tight deadline (apparently online for weeks but not on NLC&#8217;s consultations page). As our shopping habits change, all three towns add more residential development to replace some retail. Motherwell&#8217;s plan is the most radical, potentially demolishing the Aquatec leisure centre and building a new square and pedestrian bridge over the railway. However, it doesn&#8217;t include much for cycling. Airdrie and Wishaw&#8217;s plans both have a cycle route but North Lanarkshire don&#8217;t seem to do on-road protected lanes. Instead, NLC prefers painted lanes or shared paths. Wishaw already has some of the latter on pavements on Alexander St. Airdrie&#8217;s visual shows painted lanes past its health centre (with a left hook risk!). The rest of the route mostly uses green space to the north-east of its centre. <h4 class="wp-block-heading" id="one-two">1.2: Bishopbriggs Civic Space</h4>



<p><strong>Council:&nbsp;</strong>East Dunbartonshire.<br><strong>Subject:</strong>&nbsp;Latest stage of consultation, now looking to finalise designs for phase 1 works.&nbsp;The ‘civic space’ is on Kirkintilloch Rd (A803) at the cross next to St Matthews Church and the Triangle shopping centre. The main focus is removing a mini-roundabout, service road and car parking to create a larger public space. Masterplan B is the preferred option EDC want to fine-tune. Visualisations for that option include a very short 2-way protected cycleway (~130m) on the western side of the A803. However, the wider masterplan shows a bi-directional cycleway continuing south of Bishopbriggs Cross (at Kenmure Ave/Springfield Rd). It’s not clear how to get in or out of the lane going southbound. It seems you may have to go on the carriageway in between the junctions so it&#8217;s unlikely to work for an ‘unaccompanied 12-year-old’, as cited in guidance like Cycling by Design or LTN 1/20.<br><strong>Website links:</strong> <a href="https://storymaps.arcgis.com/stories/4056a3b79c9f4bed8103f3eb94074a7c" target="_blank" rel="noreferrer noopener">Bishopbriggs Civic Space storymap</a>.<br><strong>Deadline:&nbsp;June 30 2023.</strong></p>



<h4 class="wp-block-heading" id="one-three">1.3: Green and open space survey – North Lanarkshire</h4>



<p><strong>Council:&nbsp;</strong>North Lanarkshire.<br><strong>Subject:</strong>&nbsp;Survey and audit data to feed into an Open Space Strategy and other policies.&nbsp;<a href="https://www.gobike.org/consultation-digest-local-issue-103-6-january-2022-16452#two-two" target="_blank" rel="noreferrer noopener">NLC avoid on-street protected cycle lanes</a>, so anything affecting off-street paths could have a big impact on cycling in the county. Areas like the Seven Lochs Wetland Park have cross-border active travel routes (Hogganfield Loch to Drumpellier Country Park, Coatbridge). NL’s other country parks, Palacerigg and especially Strathclyde Park, are also havens for active travel. The latter has&nbsp;<a href="https://www.gobike.org/consultation-digest-local-issue-92-3-august-2021-14734#one-nine" target="_blank" rel="noreferrer noopener">added and upgraded paths near Bellshill</a>&nbsp;with more of&nbsp;<a href="https://www.gobike.org/consultation-digest-local-issue-128-02-february-2023-19161#one-five" target="_blank" rel="noreferrer noopener">NCN74 due to be re-routed through the park</a>. The council ignored a GoBike suggestion for links between Strathclyde Park, Duchess Park, Ravenscraig and the existing Greenlink route (as part of redevelopment of Airbles Rd). There’s potential for similar links around some of North Lanarkshire’s dozen nature reserves. <h4 class="wp-block-heading" id="one-four">1.4: Duke Street &amp; John Knox Street Avenues Plus project</h4>



<p><strong>Council:&nbsp;</strong>Glasgow City.<br><strong>Subject:</strong>&nbsp;This Avenues Plus project was&nbsp;<a href="https://www.sustrans.org.uk/our-blog/news/2019/july/60-million-investment-in-active-travel-across-scotland-through-places-for-everyone" target="_blank" rel="noreferrer noopener">awarded Sustrans funding in July 2019</a>. It&#8217;s about 1km long between George St and Bellgrove St. It doesn’t include the busy area where&nbsp;<a href="https://www.bbc.co.uk/news/uk-scotland-65791931" target="_blank" rel="noreferrer noopener">pedestrian Cameron Eaglesham was recently killed by a lorry driver</a>. John Knox St plans only reach Wishart St (at Necropolis). The&nbsp;<a href="https://www.gobike.org/wp-content/uploads/2023/06/Duke-St-High-St-visual_1200px.jpeg" target="_blank" rel="noreferrer noopener">original 2019 visual showed 1-way lanes on Duke St at the High St junction</a>. However, the latest consultation images have a choice between 2-way lanes either on the southern side of the road (option 1) or northern side (option 2). At public events on 15 June, consultants preferred option 1 for its connection to George St and Meatmarket development. However, option 2 would have more links with Dennistoun around Duke St Park at Ark Lane (but no link to The Drives via Westcraigs). <h4 class="wp-block-heading" id="one-five">1.5: Your Citizen Voice – Ideas in Calton/Pollok</h4>

<p><strong>Council:&nbsp;</strong>Glasgow City.<br><strong>Subject:</strong>&nbsp;A pilot project to “co-design” infrastructure improvements in two neighbourhoods –&nbsp;Calton in the East End and Pollok in the Southside. This process would decide how to spend money allocated to each area. This funding previously came to Local Area Partnerships with a lot of question marks about how it would be spent. There are various options, many to do with basic maintenance. The best category for cycling suggestions is probably road safety. <h4 class="wp-block-heading" id="one-six">1.6: Loch Lomond &amp; the Trossachs National Park Partnership Plan</h4>



<p><strong>Organisation:&nbsp;</strong>Loch Lomond &amp; the Trossachs National Park.<br><strong>Area:&nbsp;</strong>The park ranges from Loch Eck and Loch Goil in the west to Loch Earn and Callander in the east. Also, from Killin and Crianlarich in the north to Balloch in the south (but it misses out Helensburgh and Gare Loch).<br><strong>Subject:</strong>&nbsp;A wide-ranging five year plan for the park. It includes a section on ‘Low Carbon Travel for Everyone’. Cycle routes and active travel are mentioned briefly but most of the section is about buses. That may make sense, considering the size of the park, but it’s still a bit disappointing. There’s already a cycle route from Balloch up the west side of Loch Lomond (and there were&nbsp;<a href="https://www.gobike.org/consultation-digest-local-issue-97-15669#one-eleven" target="_blank" rel="noreferrer noopener">plans for an active travel route to Inverarnan as part of A82 works</a>).&nbsp;<a href="https://www.lochgoil-trust.org/projects/the-river-walk" target="_blank" rel="noreferrer noopener">Active travel paths were extended along the River Goil in 2021</a>&nbsp;and there seems to be plenty of scope for more.<br><strong>Website links:</strong>&nbsp;<a href="https://lomondtrossachsfuture.commonplace.is/" target="_blank" rel="noreferrer noopener">Loch Lomond &amp; the Trossachs National Park Commonplace site</a>.<br><strong>Deadline: 19 July 2023.</strong></p>

<p><strong>Organisation:&nbsp;</strong>Scottish Prison Service.<br><strong>Area:&nbsp;</strong>Part of former Provan gasworks site between Royston Road and M8 Junction 13.<br><strong>Subject:</strong>&nbsp;A replacement for the current Barlinnie Prison (across the motorway in Riddrie). The road entrance to the new prison on Royston Rd will mean the 2-way cycleway would be amended. There&#8217;s a shared path along the front of the prison (with staff bike parking). The most interesting bit (apart from the gasworks blast zone!) is the proposed shared path on its western boundary. It would go from  Royston Rd, on an old bridge near Germiston allotments, heading south towards Blochairn Rd. Some examples of the development types the LDF considers include housing, facilities, shops, public spaces, transport infrastructure, parks and play areas. Information from engagement with the local community from late 2021 until the autumn of 2022 assisted in the development of the current draft Drumchapel LDF. Also, they&#8217;re altering the speed limit on part of the Switchback Road. EDC shared the plans with us at Stage 1 and <a href="https://www.gobike.org/wp-content/uploads/2023/06/TRO-Response-Canniesburn-Toll-v3.pdf" target="_blank" rel="noreferrer noopener">GoBike responded with different examples</a> they could use to reduce conflict between people walking and cycling. However, they seem to have ignored our suggestions (and ditched previous plans for segregation). The good news is plans already include walking and cycling paths. The existing Wester Way off-road path, parallel to Westerhill Rd, currently stops near the former Aviva offices. <p><strong>Council: </strong>South Lanarkshire.<br><strong>Area: </strong>Clydesdale/Clyde Valley split into three (quite arbitrary) regions: North-west (Lesmahagow/Douglas), North-east (Carstairs/Biggar) and South (Abington/Leadhills). They miss out Carluke and Lanark, as these <a href="https://www.southlanarkshire.gov.uk/downloads/download/982/" target="_blank" rel="noreferrer noopener">towns already have Active Travel studies</a>.<br><strong>Subject:</strong>&nbsp;Consultation on draft Active Travel Studies for each of the three areas (by Aecom). The M74/NCN74 corridor runs through the north-east and south areas but not all villages have paths to it. Recent active travel projects by the council in Clydesdale include Carstairs and Leadhills. Also, Leadhills is part of a joint active travel project to connect it to Wanlockhead, Dumfries &amp; Galloway. <p><strong>Council: </strong>Glasgow City.<br><strong>Area:</strong> Phase 1 &#8211; Yorkhill North; Phase 2 &#8211; Yorkhill South; Phase 3 &#8211; Kelvingrove; Phase 4 &#8211; Corunna St &amp; Minerva St.<br><strong>Subject:</strong>&nbsp;Formerly ‘Yorkhill and Kelvingrove Cycling Village’ – still funded by Spaces for Everyone. Phase 1 proposals show a bi-directional cycletrack from Kelvin Way on Radnor St, Haugh Rd, Gilbert St and Sandyford St. The Gilbert/Sandyford corner links to a path to Centurion Way, the 2-way lanes on Ferry Rd (separate City Deal project) and the Expressway underpass to NCN7. Yorkhill St links south to Kelvinhaugh St and north to Old Dumbarton Rd (also City Deal). There are public realm improvements, new crossings and a new cycle hire station on Kelvinhaugh St. Most of this looks promising although it&#8217;s a 2-way cycletrack so could be tricky to join or leave (especially at diagonal crossing from Radnor St to Haugh Rd). It passes opposite Bike for Good and Dockyard Social (maybe partly to avoid <a href="https://goo.gl/maps/Z2oYh1CYdv8N42Uo9" target="_blank" rel="noreferrer noopener">loading vans</a>). <p><strong>Council: </strong>Renfrewshire.<br><strong>Area:</strong> Old Greenock Rd/A726 junction south of Erskine.<br><strong>Subject:</strong>&nbsp;Revisiting one of the junctions from the Erskine junction safety consultation. Results were in favour of action to improve road safety. Southholm Roundabout is set amongst trees on the edge of town but hemmed in on the south-west by a low stone wall. There may be enough space for a proper&nbsp;<a href="https://bicycledutch.wordpress.com/2015/10/13/explaining-the-dutch-roundabout-abroad/" target="_blank" rel="noreferrer noopener">Dutch-style roundabout</a> (as speed limit is changing to 30mph). These tend to be single-lane with a cycle lane in a separate outer ring (crossings on each arm leave a gap for cars to stop). However, neither of the two options offers that. One proposal is for a single lane roundabout but it expands the centre instead of pulling the kerblines in. Both options have shared pavements too. Meanwhile, neighbouring <a href="https://www.eastrenfrewshire.gov.uk/article/5762/Work-on-key-active-travel-project-gets-underway-in-Newton-Mearns" target="_blank" rel="noreferrer noopener">East Renfrewshire&#8217;s Dutch-style roundabout at Malletsheugh on A77 is under construction</a>. Now part of Connecting Woodside, it’s back for further consultation. It’s about the stopped up end of North Woodside Rd at Great Western Rd outside the theatre (formerly Lansdowne Church). Active travel is mentioned, as well as a performance space, but there don’t seem to be any formal plans yet. <p><strong>Council: </strong>South Lanarkshire.<br><strong>Area:</strong> West Mains Road at its eastern end, from Creighton Grove to the Priestknowe (Three Bears) roundabout. <br><strong>Subject:</strong>&nbsp;Section of W Mains Rd past housing to link to bike paths on Churchill Ave. There are two options to continue east of the existing 1-way cycletracks (from zebra crossing). Option 1 has a short 2-way cycletrack then shared path, with green space made into a ‘pocket park’ (keeping most parking bays). Option 2 is mostly 2-way cycletrack, except for short breaks at disabled parking bays, then shared path round corner at roundabout. The latter would remove most of the current car parking spaces and convert the grass area into a residents car park. While the council have to keep residents on-side, it&#8217;s a bit of a Hobson&#8217;s choice between the two options. <h4 class="wp-block-heading" id="one-eight">1.8: North Ayrshire Local Development Plan 3</h4>



<p><strong>Council:&nbsp;</strong>North Ayrshire.<br><strong>Subject:</strong>&nbsp;First consultation stage for the next Local Development Plan by North Ayrshire. It may be one of the first in Scotland under the new National Planning Framework 4 (NPF4 came into force in February 2023). As a result, it should have more emphasis on the environment, including active travel. Getting cycling routes/networks, developer obligations, etc. mentioned in the LDP makes them more likely to be delivered. <h4 class="wp-block-heading" id="one-nine">1.9: North Lanarkshire Council – Green and open space survey</h4>



<p><strong>Council:&nbsp;</strong>North Lanarkshire.<br><strong>Subject:</strong>&nbsp;Survey and audit data to feed into an Open Space Strategy and other policies.&nbsp;<a href="https://www.gobike.org/consultation-digest-local-issue-103-6-january-2022-16452#two-two" target="_blank" rel="noreferrer noopener">NLC avoid on-street protected cycle lanes</a>, so anything affecting off-street paths could have a big impact on cycling in the county. Areas like the Seven Lochs Wetland Park have cross-border active travel routes (Hogganfield Loch to Drumpellier Country Park, Coatbridge). NL’s other country parks, Palacerigg (see above) and especially Strathclyde Park, are also havens for active travel. The latter has&nbsp;<a href="https://www.gobike.org/consultation-digest-local-issue-92-3-august-2021-14734#one-nine" target="_blank" rel="noreferrer noopener">added and upgraded paths near Bellshill</a>&nbsp;with more of&nbsp;<a href="https://www.gobike.org/consultation-digest-local-issue-128-02-february-2023-19161#one-five" target="_blank" rel="noreferrer noopener">NCN74 due to be re-routed through the park</a>. The council ignored a GoBike suggestion for links between Strathclyde Park, Duchess Park, Ravenscraig and the existing Greenlink route (as part of redevelopment of Airbles Rd). There’s potential for similar links around some of North Lanarkshire’s dozen nature reserves. <p><strong>Organisation:&nbsp;</strong>Loch Lomond &amp; the Trossachs National Park.<br><strong>Area:&nbsp;</strong>The park ranges from Loch Eck and Loch Goil in the west to Loch Earn and Callander in the east. Also, from Killin and Crianlarich in the north to Balloch in the south (but it misses out Helensburgh and Gare Loch).<br><strong>Subject:</strong>&nbsp;A wide-ranging five year plan for the park. It includes a section on ‘Low Carbon Travel for Everyone’. Cycle routes and active travel are mentioned briefly but most of the section is about buses. That may make sense, considering the size of the park, but it&#8217;s still a bit disappointing. There&#8217;s already a cycle route from Balloch up the west side of Loch Lomond (and there were <a href="https://www.gobike.org/consultation-digest-local-issue-97-15669#one-eleven" target="_blank" rel="noreferrer noopener">plans for an active travel route to Inverarnan as part of A82 works</a>). <a href="https://www.lochgoil-trust.org/projects/the-river-walk" target="_blank" rel="noreferrer noopener">Active travel paths were extended along the River Goil in 2021</a> and there seems to be plenty of scope for more.<br><strong>Website links:</strong> <a href="https://lomondtrossachsfuture.commonplace.is/" target="_blank" rel="noreferrer noopener">Loch Lomond &amp; the Trossachs National Park Commonplace site</a>.<br><strong>Deadline: 19 July 2023.</strong></p>

<p><strong>Organisation:&nbsp;</strong><a href="https://glasgowurbansports.co.uk/" target="_blank" rel="noreferrer noopener">Glasgow Urban Sports</a>&nbsp;(GUS).<br><strong>Area:&nbsp;</strong>Southside between Eglinton St and Pollokshaws Rd.<br><strong>Subject:</strong>&nbsp;Formerly GUS M74, now revised and renamed…&nbsp;<em>“The Devon Street Urban Park project is a proposal from Glasgow Urban Sports (GUS), a community led organisation, that aims to transform an unused area of land under the canopy of the M74 motorway, on the southside of Glasgow, to create a new public urban park and community leisure space.”&nbsp;</em>While the project still involves building a skatepark it seems to have broadened out a bit to gain more community support. <p><strong>Subject: </strong>An important report from the council about how the City Network will be delivered. The main headline is the phasing and distances planned. <br>Phase 0 – existing projects: East City Way, Connecting Battlefield, Connecting Woodside, Connecting Yorkhill &amp; Kelvingrove, City Deal: Byres Rd/Sighthill and Flourishing Molendinar. <br>Phase 1 – City Network Advanced Delivery Areas in the North (24km), South (33km) and Greater Govan (20km). There are no specific timescales except that the network will be done in ten years (or 2030 in some docs).<br><em>“GCC are committed to delivering the City Network in partnership with other sustainable transport modes, recognising that there will be occasions where conflicts arise and decisions have to be made with regards specific priorities on key links.”&nbsp;</em>Perhaps including places like Paisley Road West? <h4 class="wp-block-heading" id="two-two">2.2:&nbsp;Causeyside Street Regeneration – dropped</h4>



<p><strong>Subject: </strong>Plans for a 2-way cycletrack on Causeyside St, Paisley have been dropped by Renfrewshire Council. Businesses in the town centre had reacted negatively to the redevelopment, despite the fact it would&#8217;ve kept current car parking spaces. Councillor Kenny MacLaren, said he hadn’t heard “one person speak positively about it”. This Digest has been positive about the lanes linking between Gilmour St station and NCN7 at Canal St. It&#8217;s unfortunate this happened while GoBike has been restructuring. We&#8217;d ask any members in Renfrewshire who are disappointed by this decision to get involved in our new structure and at our AGM when it&#8217;s announced. <h3 class="wp-block-heading">Forthcoming consultations</h3>



<p>The second stage of consultation about the Raeberry Street Quietway&nbsp;is due to open tomorrow (5 August). This follows the <a href="https://www.gobike.org/consultation-digest-local-issue-99-11-november-2021-15879#one-twelve" target="_blank" rel="noreferrer noopener">first phase consultation from late 2021</a> and is part of the wider <a href="https://www.glasgow.gov.uk/connectingwoodside" target="_blank" rel="noreferrer noopener">Connecting Woodside project</a>. Also starting soon (about a year after the Traffic Order) is the <a href="https://www.gobike.org/consultation-digest-local-issue-90-6-july-2021-14538#three-three" target="_blank" rel="noreferrer noopener">North Kelvin/North Woodside Restricted Parking Zone</a>. </p>

<h4 class="wp-block-heading" id="one-one">1.1: Paisley Town Centre – Causeyside Street Regeneration</h4>



<p><strong>Council:&nbsp;</strong>Renfrewshire.<br><strong>Area:</strong>&nbsp;Causeyside St and St Mirren St between Paisley Canal and Gilmour St train stations.<br><strong>Subject:</strong>&nbsp;A potentially very useful link on a main road. A segregated cycletrack is proposed between the pedestrianised part of Gilmour St down Causeyside St to just past Stow Brae (where there’s a link to NCN75 at Telford’s). Renfrewshire Council&nbsp;<a href="https://www.gobike.org/consultation-digest-local-issue-108-17-march-2022-16958#two-one" target="_blank" rel="noreferrer noopener">removed some Spaces for People projects</a>&nbsp;and have very little protected, on-road infrastructure. So, even though the proposed cycletrack would be 2-way, it’s a big step forward for the area. Talk of keeping/adding car parking spaces may jar but it’s one less stick for critics to beat it with. There will still be many hurdles to clear, including accessibility and reaction from shoppers/shopkeepers. The plans are by Amey, better known for their trunk road work. <h4 class="wp-block-heading" id="one-two">1.2: Ayr to Prestwick Active Travel Route</h4>



<p><strong>Organisation:</strong>&nbsp;Ayrshire Roads Alliance (on behalf of&nbsp;South Ayrshire Council).<br><strong>Subject:</strong>&nbsp;An upgraded&nbsp;<em>“active travel route linking Ayr Esplanade to Prestwick Town Train Station will be proposed. It is envisaged that the proposed route will also connect to existing core paths in addition to future aspirational schemes such as Accessible Ayr, The Culzean Way and the Prestwick to Barassie Active Travel Route.<em>”</em></em>&nbsp;If it goes ahead, it would replace part of the current NCN7 along the coast, so has potential for cycle tourism as well as local journeys. There are photos of issues along the current route but no plans/visuals. So, it seems to be an early consultation to get comments (and maybe gauge demand?). <p><strong>Council:&nbsp;</strong>Glasgow City.<br><strong>Area:</strong>&nbsp;Battlefield Road, Grange Road, Langside Road and Queens Drive (between Queen’s Park and Mount Florida).<br><strong>Subject:</strong>&nbsp;Relaunch of the former Battlefield Street Design project after a few years on hold during the pandemic. It features a uni-directional extension to the South City Way cycletrack running alongside Queen’s Park and down Battlefield Road. Also, there would be major changes to junctions at Queen’s Drive, Langside Rd and Battlefield Rest (removing a road between it and the old Victoria Hospital site). On the narrow section south of the village (with hedgerows either side), motor vehicles may have to slow down to pass each other. However, despite having no pavements, the southern part of the road is also used by pedestrians and people cycling. The site, east of the Morrisons supermarket, had lain empty for decades. Wheatley Group is building new flats, called ‘Calton Village’ (for “mid-market rent”) and amending the road layout. Armour St will be filtered at its western end so traffic for Morrisons has to use Barrack St. Various parking bays and build-outs are planned (plus secure bike parking). They&#8217;re newly promoted back to the Scottish Premiership so bigger clubs, with more supporters, will be visiting. The club and stadium are one of the oldest in Scotland so they&#8217;re in the middle of a residential area. The proposed measures seem to be mainly painted lines and signage. New visualisations show the designers have got the message about more greenery. They’re an improvement on the current, quite barren, square but are not final. Which is just as well, since the shared spaces and road treatments at north and south look like they’d need more work. There are display panels at the western side of George Sq showing designs for the square and Avenues. <p><strong>Council:&nbsp;</strong>Glasgow City.<br><strong>Area:</strong> East of the Hielenman&#8217;s Umbrella/Central Station bridge along Argyle St and Trongate to the junction at Tolbooth steeple.<br><strong>Subject:</strong>&nbsp;Notes from a recent online meeting about the eastern end of Argyle St. The meeting was introduced as <em>“more about information than consultation” </em>as plans have been underway since 2018. The main change would be putting a one-way road through the current pedestrianised blocks of Arygle St, to help speed up bus routes (with protected contraflow cycle lane). Further east, there would be one-way cycletracks on either side of the road. <p><meta charset="utf-8">The&nbsp;number 101 can mean an introductory course in a US college. Alternatively, it could be a torture chamber of your worst nightmares in the book Nineteen Eighty-Four. The Digest covers both bases with some horribly complicated plans to try to explain in simple terms. </p>



<p>If only this didn&#8217;t apply to any of the latest plans from Glasgow&#8217;s Avenues Project. While safer routes are welcome, issues with side streets don&#8217;t seem to have improved since Sauchiehall St. The lanes on Argyle St west (Central Station end, shown above) seem to be based on a <a href="https://www.sfmoma.org/artwork/2000.518/" target="_blank" rel="noreferrer noopener">retro movie poster</a>. </p>



<p>Elsewhere, the south-west of Glasgow has the most consultations in this issue (there&#8217;s no prize, by the way). </p>

<p><meta charset="utf-8"><meta charset="utf-8"><strong>Council:</strong>&nbsp;Glasgow City.<br><strong>Area:</strong>&nbsp;From Dennistoun (including the Necropolis but not GRI), Milnbank, Haghill, Riddrie, Carntyne to Cranhill. <br><meta charset="utf-8"><strong>Subject:</strong>&nbsp;One of four LN consultations using Commonplace maps and the <a href="https://www.placestandard.scot/" target="_blank" rel="noreferrer noopener">Place Standard tool</a>. Dennistoun had some of a Spaces for People &#8216;<abbr title="Low Traffic Neighbourhood">LTN</abbr>&#8216; put in then partly removed. The proposed Dennistoun &amp; Royston Restricted Parking Zone – <a href="http://dennistouncc.org.uk/2021/09/29/update-on-submission-to-dennistoun-area-partnership-september-2021/" target="_blank" rel="noreferrer noopener">RPZ – has further delays</a>. Haghill and Riddrie seem to have been <a href="https://www.glasgowtimes.co.uk/news/19682718.four-lane-road-cut-glasgows-east-end-ruled/" target="_blank" rel="noreferrer noopener">spared a new dual carriageway</a> despite it being marked on the map. The <a href="https://www.bbc.co.uk/news/uk-scotland-48070593" target="_blank" rel="noreferrer noopener">Connectivity Commission mocked up Edinburgh Rd with a tram and cycletrack</a> in Carntyne but don&#8217;t hold your breath for that. Nearby, work is due to start on the <a href="https://www.glasgowtimes.co.uk/news/19727969.govan-partick-bridge-work-start-30m-project-january/" target="_blank" rel="noreferrer noopener">Govan to Partick footbridge</a> (<a href="https://twitter.com/PaulJSweeney/status/1467474911434260480?s=20" target="_blank" rel="noreferrer noopener">delayed by Peel Group amongst other issues</a>). Also, the Southern General/<a href="https://www.nhsggc.org.uk/about-us/media-centre/news/2021/05/improving-greenspace-at-qeuh/" target="_blank" rel="noreferrer noopener">Queen Elizabeth Uni Hospital is due to get improved greenspace and &#8220;active travel areas&#8221;</a> (see next item). <p><strong>Council:</strong>&nbsp;Glasgow City.<br><strong>Area:</strong>&nbsp;From Langside (at edge of Shawlands) across Battlefield, Mount Florida and part of King’s Park to Toryglen (and Polmadie).<br><strong>Subject:</strong>&nbsp;A really random Liveable Neighbourhood area, including busy Langside and empty Polmadie. <a href="https://battlefieldproposals.commonplace.is/proposals/handover-concept-design-for-battlefield-street-design-project" target="_blank" rel="noreferrer noopener">Plans for Battlefield Rest and the South City Way extension</a> were <a href="https://www.glasgowtimes.co.uk/news/18217427.southside-community-blasts-consultation-potential-battlefield-plans/" target="_blank" rel="noreferrer noopener">delayed by</a> <a href="https://www.glasgowtimes.co.uk/news/18217427.southside-community-blasts-consultation-potential-battlefield-plans/" target="_blank" rel="noreferrer noopener">local residents</a>. In Toryglen, work to connect up new paths in Malls Mire has been continuing. There&#8217;s not much active travel infrastructure in between except the protected bit of Aitkenhead Rd and the very unprotected Spean St path. <h4 class="wp-block-heading" id="one-ten">1.10: Ruchill to Cowlairs Liveable Neighbourhoods</h4>



<p><strong>Council:</strong>&nbsp;Glasgow City.<br><strong>Area:</strong>&nbsp;North of the canal from Ruchill (at edge of Maryhill) across Possilpark, Hamiltonhill, Rockvilla, Craighall, Keppochhill and Port Dundas to Cowlairs (plus Sighthill Park).<br><strong>Subject:</strong>&nbsp;The edges of this area have been redeveloped with <a href="https://www.cyclestreets.net/location/153305/" target="_blank" rel="noreferrer noopener">active travel routes along the canal</a>. Nearby Sighthill is being completely rebuilt including a segregated <a href="https://www.cyclestreets.net/location/111472/" target="_blank" rel="noreferrer noopener">cycle route on St Rollox Dr</a>. However, that ends at Cowlairs with many derelict sites nearby in Ruchill and Possilpark (but the latter is hoping to <a href="https://www.collectivearchitecture.com/projects/possilpoint" target="_blank" rel="noreferrer noopener">build a new community centre</a>). The <a href="https://www.glasgow.gov.uk/index.aspx?articleid=26219" target="_blank" rel="noreferrer noopener">Spaces for People lanes on Hawthorn St</a> have added a west-east cycle route (with some gaps). <p><meta charset="utf-8"><strong>Council:</strong>&nbsp;Glasgow City.<br><strong>Subject:</strong>&nbsp;Successor to the Glasgow City Centre Strategy 2014–19 (after the intended 2020–25 strategy was derailed by the pandemic). Not strictly consultation feedback (it was done by a City Centre Task Force) but it&#8217;s relevant to projects that feature in the Digest like city centre Districts and the Avenues Project (see next item). The plan focuses on getting people back into the centre and doesn&#8217;t go into a lot of detail. Also, one action is to support the development of the SEC, which may not help to get the <a href="https://www.gobike.org/consultation-digest-local-issue-100-25-november-2021-16004#one-one" target="_blank" rel="noreferrer noopener">plans for the footbridge</a> changed. However, it mentions Spaces for People and one of the actions is to &#8220;prioritise active travel&#8221;. Argyle St west (M8 to Central Station) has unusual angles for a cycle lane –apparently due to rain gardens (and the depth under them) not the car parking in-shots. Cambridge Street&#8217;s plans have less cycle lane than the current Spaces for People lanes. The Underline plans for New City Rd include a diagonal crossing at Phoenix Rd where work on the M8 Woodside Viaduct above it has delayed progress. The Avenues Project is wider than just cycling but the plans don&#8217;t meet standards in Cycling by Design. <h2 class="wp-block-heading">Easier to Digest? </h2>



<p>You’ll notice some changes to this Digest to make it quicker to read (and for your author to produce). This has been dictated by circumstances (lack of holiday cover). However, it will act as a pilot and some aspects may be retained longer term.&nbsp;</p>



<p>This slimmed down version of the Digest is based loosely on a ‘listings’ directory and removes the (usually empty) ‘Forthcoming consultations’ section. In future, if anything is forthcoming it will be mentioned in this intro, as follows.</p>

<h2 class="wp-block-heading">Consultations dropping in from around Glasgow.</h2>



<p>This Digest comes after Great Britain &amp; Northern Ireland won a handful of cycling medals at Toyko 2020. One was for mountain biking while the rest were in BMX (where Sir Chris Hoy started). Both are covered by the Velo Park proposal from North Lanarkshire Council (but NLC have dropped the cycleway to Motherwell train station). There are also several consultations for East Dunbartonshire and Glasgow plus one for East Renfrewshire.</p>



<p>The ban on pavement parking was made law in the Scottish Parliament in 2019. Last year, GoBike wondered when it would come into force (<a href="https://www.gobike.org/consultation-digest-issue-65-21-july-2020-whats-happened-to-pavement-parking-proposals-approved-but-not-enacted-plus-a-request-to-contribute-to-the-streets-for-all-glasgow-commonplace-map-and-m-11719" target="_blank" rel="noreferrer noopener">Digest 65, Item 3.4</a>) – it seems it&#8217;s due to be 2023. <a href="https://e-activist.com/page/87240/action/1?utm_medium=email&amp;utm_source=engagingnetworks&amp;utm_campaign=pp&amp;utm_content=Pavement+Parking+Scotland+ban+MSP+prev+PP+actn&amp;ea.url.id=5427510&amp;forwarded=true" target="_blank" rel="noreferrer noopener">Living Streets want you to write to your MSPs about bringing it forward</a>. </p>

<p>Glasgow Housing Association&#8217;s parking areas are in Townhead, east of Buchanan Bus Station, behind the high flats.&nbsp;Resident’s parking spaces around Kennedy St and St Mungo Avenue have been used as free parking by shoppers/commuters. This order introduces parking restrictions (as covered in <a href="https://www.gobike.org/consultation-digest-local-issue-91-20-july-2021-14629#one-one" target="_blank" rel="noreferrer noopener">Digest 91, Item 1.1</a>). </p>

<p>The Flourishing Molendinar project covers an area around Blackhill in the north east of Glasgow. As seen in <a href="https://www.gobike.org/consultation-digest-local-issue-91-20-july-2021-14629#one-two" target="_blank" rel="noreferrer noopener">Digest 91, Item 1.2</a>, the next stage of the&nbsp;<a href="https://twitter.com/_OnBikes/status/1413513153124737026?s=20" target="_blank" rel="noreferrer noopener">Flourishing Molendinar project has produced new plans</a> for consultation. Proposals include a pedestrianised section on Langdale St, segregated cycleways on Cumbernauld Rd and Royston Rd.</p>

<p>Permanent segregated lanes on Royston Rd would continue east of Provanmill Rd, where the current pop-up lanes peter out, past the Langdale St/Robroyston Rd junction. This wouldn&#8217;t just connect Blackhill towards the city centre, it&#8217;s also just across the M80 footbridge from Barmulloch. The junction is also a route to a school,&nbsp;<a href="https://twitter.com/_OnBikes/status/1401112056217030661?s=20" target="_blank" rel="noreferrer noopener">St Philomena&#8217;s RC Primary School, where pupils have been doing their own plans in Minecraft</a> software. </p>

<p>Garnethill is perched above Sauchiehall St and Cambridge St, up some of the steepest streets in the city centre. As we said in <a href="https://www.gobike.org/consultation-digest-local-issue-91-20-july-2021-14629#one-three" target="_blank" rel="noreferrer noopener">Digest 91, Item 1.3</a>, it&#8217;s due to get parking controls, which stem from a&nbsp;<a href="https://www.gobike.org/garnethill-car-parking-but-no-cycle-contraflow-public-exhibition-on-parking-controls-thursday-22-and-saturday-24-march-2018-4503" target="_blank" rel="noreferrer noopener">consultation event in 2018</a>. </p>



<p>Garnethill also has a lot of existing one way streets, which don&#8217;t allow for contraflow cycling. In our <a href="https://www.gobike.org/wp-content/uploads/2021/08/GoBike-Garnethill-Parking-Stage1-response-090120.pdf" target="_blank" rel="noreferrer noopener">Garnethill Stage 1 response</a>, GoBike objected to this and other measures. Very little had changed since, apart from a few parking spaces, so we re-iterated our objections in our <a href="https://www.gobike.org/wp-content/uploads/2021/08/GoBike-Garnethill-Parking-response-300721.pdf" target="_blank" rel="noreferrer noopener">response to the published Garnethill order</a>.</p>

<h4 class="wp-block-heading" id="one-four">1.4: East Dunbartonshire Council –&nbsp;Bishopbriggs Town Centre Regeneration</h4>



<p>This consultation is about not just Bishopbriggs town centre, but also&nbsp;<a href="https://www.eastdunbarton.gov.uk/residents/council-democracy/city-deal/delivery-brr5-and-westerhill-masterplan" target="_blank" rel="noreferrer noopener">phase 5 of Bishopbriggs Relief Road (BRR5)</a>&nbsp;and the&nbsp;<a href="https://www.eastdunbarton.gov.uk/residents/council-democracy/city-deal/a803-corridor-improvements" target="_blank" rel="noreferrer noopener">A803 corridor</a>. Cycling doesn&#8217;t get much of a mention, as we said in <a href="https://www.gobike.org/consultation-digest-local-issue-91-20-july-2021-14629#one-four" target="_blank" rel="noreferrer noopener">Digest 91, Item 1.4</a>. That&#8217;s despite Bishopbriggs being so close to the Forth &amp; Clyde canal and to Glasgow (where the A803 changes from Kirkintilloch Rd to Springburn Rd). <p>Immediately east of the above map are Linnhe Ave, Thums Ave and the Ochil Rd cul-de-sac (near Wester Cleddens Rd). Linnhe Ave is due to have no waiting or loading at any time, across from the shops on Woodhill Rd. Thums Ave and Ochil Rd are due to have restrictions only between 8.30 – 9.30am and 2.30 –&nbsp;4.30pm. Presumably, the times relate to the nearby Thomas Muir Primary School and Bishopbriggs Academy, which have a gate on Ochil Rd. </p>

<p>Civic Way, Kirkintinlloch was the site of the former East Dunbartonshire Council headquarters (<a href="https://www.kirkintilloch-herald.co.uk/news/bulldozers-move-demolish-landmark-2561377" target="_blank" rel="noreferrer noopener">the building was demolished in 2015</a>). <a href="https://www.urbanrealm.com/news/7951/Opinions_sought_on_Kirkintilloch_social_housing.html" target="_blank" rel="noreferrer noopener">New, affordable housing is being built</a> on the site, south of Civic Way. On the road itself, EDC plan to add a speed bump with parking restrictions round the corner on Lenzie Rd. </p>

<h4 class="wp-block-heading" id="one-eight">1.8: Glasgow City Council –&nbsp;Auldhouse Area Traffic Management Order</h4>

<p>The Auldhouse area in this order is just south of Pollokshaws East train station and the White Cart Water. It&#8217;s a triangle bounded by Kilmarnock Rd, Auldhouse Rd and Nether Auldhouse Rd. </p>



<p>It&#8217;s mostly along similar lines to other parking controls elsewhere. However, there are a few back lanes between Riverford Rd and Ellisland Rd which will be signed as &#8216;access only&#8217; for motor vehicles. If those are followed, they should allow bikes to have a slightly quieter north-south route. However, the road surfaces are either rough tarmac or cobbles so they might not be that quiet! </p>

<p>The &#8216;entrance&#8217; is a bit confusing as most people don&#8217;t realise Strathclyde Country Park goes past Bothwellhaugh Rd and the railway, up to Bellshill Rd (A721). The area north of the loch includes the South Calder Water, Bothwellhaugh Cemetery, Bellshill Golf Club and the South Calder Walkway off-road path network. NLC propose to thread mountain bike trails around these, as shown in image, below.</p>

<p>NLC have a patchy record with similar projects like mountain bike trails in Forgewood and skate ramps in Motherwell and Wishaw. However, there is a successful skatepark in Airdrie and a BMX race track in Cumbernauld. The council have taken some input from <a href="https://socialtrack.co.uk/" target="_blank" rel="noreferrer noopener">Socialtrack</a>, who created and run the excellent <a href="https://socialtrack.co.uk/pages/wishawhill-wood-pumptrack" target="_blank" rel="noreferrer noopener">Wishawhill Wood pump track</a> in Craigneuk. These plans include a pump track but it&#8217;s not designed yet (there&#8217;s just an example track photo). </p>

<p>The &#8216;Hub/Skills area&#8217; of the new velo park would be at the edge of Bellshill (next to the roundabout on Motherwell Rd/A721). It could be a great facility for young people around the Bellshill area. The existing Greenlink path makes it more accessible from North Motherwell too (but it doesn&#8217;t link to Ravenscraig, as claimed). </p>



<p>The new route into Strathclyde Country Park should broaden active travel access from Bellshill and Motherwell. This project doesn&#8217;t include any paths near the Raith Interchange bridges (as <a href="https://www.facebook.com/nlccountryparks/photos/a.833729946687529/4330993900294432/" target="_blank" rel="noreferrer noopener">suggested on Facebook</a>). The new routes are indirect and sloping, so are less likely to help cycle commuters around Bellshill. </p>

<h4 class="wp-block-heading" id="one-ten">1.10: East Renfrewshire Council – Ayr Road (A77): Spaces for People, Phase 2</h4>



<p>As covered in <a href="https://www.gobike.org/consultation-digest-local-issue-91-20-july-2021-14629#one-five" target="_blank" rel="noreferrer noopener">Digest 91, Item 1.5</a>, Ayr Rd through Newton Mearns is a main active travel route into Glasgow. This phase 2 consultation is about replacing the <a href="https://erspacesforpeople.commonplace.is/proposals/a-77-ayr-road-pop-up-bike-roll-corridor" target="_blank" rel="noreferrer noopener">phase 1 cones</a> with light segregation, removing some segregation and adding parking bays (one with the bike lane outside it and trialing a parking-protected bike lane for the other). </p>



<p>Light segregation options include &#8216;flexible delineator posts&#8217; or &#8216;wand orca&#8217; units. <h4 class="wp-block-heading" id="one-eleven">1.11: Glasgow City Council –&nbsp;Low Emission Zone consultation</h4>



<p>As in <a href="https://www.gobike.org/consultation-digest-local-issue-90-6-july-2021-14538#one-three" target="_blank" rel="noreferrer noopener">Digest 90, Item 1.3</a> this consultation is about phase 2 of the Low Emission Zone in Glasgow city centre (between the M8, river and High St). Phase 1 only applied to local buses. Phase 2&nbsp;will include all vehicles entering the zone area (unless exempt) but&nbsp;enforcement is only due to start in June 2023.</p>



<p>The short survey asks you about issues like the size of the LEZ area and the grace periods. <h4 class="wp-block-heading" id="one-twelve">1.12: Glasgow City Council – Inner East Strategic Development Framework</h4>



<p>The other side of High St out to Carntyne and Tollcross is the &#8216;Inner East&#8217; area, covered in the latest SDF (as in <a href="https://www.gobike.org/consultation-digest-local-issue-90-6-july-2021-14538#one-four" target="_blank" rel="noreferrer noopener">Digest 90, Item 1.4</a>). The &#8216;Connected&#8217; section mentions quite a few cycling infrastructure projects but the focus is still on public transport and roads, including the so-called East End Regeneration Route (EERR) dual carriageway.</p>

<h4 class="wp-block-heading" id="one-thirteen">1.13: East Dunbartonshire Council –&nbsp;Active Travel Discussion</h4>



<p>This has been featured since&nbsp;<a href="https://www.gobike.org/consultation-digest-local-issue-86-11-may-2021-13927#one-two" target="_blank" rel="noreferrer noopener">Digest 86, Item 1.2</a>, including its ‘<a href="https://edc.mapthis.place/" target="_blank" rel="noreferrer noopener">Ideas Map</a>‘ for the area. It&#8217;s an opportunity to focus on active travel (walking, cycling and wheeling). EDC were pioneers when they built phase 1 of the Bearsway cycletrack in Milngavie. However, <a href="https://www.scotsman.com/news/transport/hundreds-join-mass-cycle-back-scrapped-bears-way-bike-lane-extension-1463105" target="_blank" rel="noreferrer noopener">since phase 2 was scrapped</a>, they&#8217;ve fallen behind other local authorities; not even bidding for Spaces for People funding. </p>

<p>Charlotte Worthington&#8217;s gold medal at Tokyo 2020 in the BMX Freestyle Park event seems like a good reminder about <a href="https://glasgowurbansports.co.uk/" target="_blank" rel="noreferrer noopener">Glasgow Urban Sports</a>&#8216;&nbsp;skate park project. GUS want to bring land under the M74 extension into productive use as a park for ‘urban sports’ – BMX, skateboarding, inline skating, parkour, etc. Their site is between the back of West St Subway station and Eglinton St. The sculptures would enhance the area even when they didn&#8217;t have skaters jumping off them!</p>

<p>The planning application for this City Deal project first came up back in <a href="https://www.gobike.org/consultation-digest-issue-61-26-may-2020-11310" target="_blank" rel="noreferrer noopener">Digest 61, Item 1.1</a>. It was to create a new access to the station from the roundabout at the junction of Hamilton Rd (A723), West Hamilton Rd (A721) and Merry St. Running along derelict land behind the row of shops on Muir St, it would join the current road at the station. It would include a bus lane, taxi rank, disabled parking and short cycleway. </p>



<p>However, the cycleway seems to have been dropped from the latest drawings (29 Jun 2021) –see <a href="https://eplanning.northlanarkshire.gov.uk/online-applications/applicationDetails.do?activeTab=summary&amp;keyVal=Q7HWDIBAGXS00" target="_blank" rel="noreferrer noopener">planning application 20/00345/FUL</a>. It would&#8217;ve been pretty short and isolated but would at least have helped cycle to the station from the south. Another example of NLC&#8217;s inconsistent approach –&nbsp;a few steps forward (like the <a href="https://www.gobike.org/consultation-digest-local-issue-80-16-february-2021-13179#one-two" target="_blank" rel="noreferrer noopener">RATL path</a>) then a few steps back (like the <a href="https://www.gobike.org/consultation-digest-local-issue-75-8-december-2020-12699#one-two" target="_blank" rel="noreferrer noopener">RAI dual carriageway</a>).</p>



<p><a href="https://eplanning.northlanarkshire.gov.uk/online-applications/files/BBF1588F0DEB7D45D2D230D860D5010B/pdf/20_00345_FUL-DECISION_NOTICE-1321427.pdf" target="_blank" rel="noreferrer noopener">North Lanarkshire Council have now granted planning permission</a> for this access road to go ahead. Redevelopment has already taken place at nearby Park &amp; Ride car parks. <a href="https://www.scotrail.co.uk/about-scotrail/news/work-continues-motherwell-station-redevelopment" target="_blank" rel="noreferrer noopener">Work is now underway on the station building</a> (using the service road to get passengers down to the middle platforms while stairs are replaced). The Muir St works are expected to start late 2021 and finish summer 2022.</p>
